"One door" mechanism simplifies business registration

The "one door" mechanism has been applied for the seals, tax codes, and business registration since October 15. This helps businesses enter the market in the earliest time, reducing the expenditure for business set-up.

Target of "one door" mechanism

The "one door" mechanism was carried out in Binh Dinh and Bac Ninh, aided by the International Finance Corporation's (IFC) business environment improvement program and Mekong Private Sector Development Facility (IFC/MPDF).

IFC's experts met with provincial leaders, functional bodies, and businesses for the conduction of "one door" mechanism. They studied administrative formalities for the business registration, suggesting solutions to the procedure of business set-up.

With the aid of IFC, Binh Dinh Departments of Planning and Investment, Public Security, Tax, Home Affairs, and relevant bodies promoted the establishment of "one door" office, located at provincial Department of Planning and Investment.

Officials from Binh Dinh departments of planning and investment, tax, and police will work together for business approval procedure.

Under "one-door" mechanism, individuals, institutions, and enterprises that want to set up new businesses will register business and receive seals, tax codes and business registration certificates at the "one-door" office.

Optimize administrative formalities

The "one door" mechanism is really necessary for the business registration, improving the investment and business environment in Binh Dinh. Thanks to the "one door" mechanism, those who want to set up new businesses only have to complete all required paperwork at "one door" office.

Those who want to set up new businesses can be instructed at "one door" office or they can know the procedure at the instruction board. They will be able to receive seals, tax codes and business registration certificates within seven days, including a maximum of two days for the completion of all required paperwork at the "one door" office and a maximum of seven days for officials of Departments of Public Security and Tax to complete formalities.

Three Departments of Planning and Investment, Public Security, and Tax are then in charge of rotating all administrative formalities to complete the business registration.

In the past ten months, provincial Department of Planning and Investment granted the business certificates to 554 enterprises, a year-on-year surge of 28.5%, with the total capital of VND1,756,3 billion. And 35 enterprises have been issued the business registration since the "one door" office was established, according to Pham Dinh Tong, who is in charge of "one door" office.

There are now 2,344 enterprises in Binh Dinh with the capital of VND7,711 billion. With the social-economic development in recent years, the target of 5,000 enterprises by 2010 is within reach.

The "one door" office helped minimize administrative formalities. All paperwork was done in 31 hours of 7 days, Tong added.
