The software industry has gained remarkable steps in Vietnam and had potential for growth. Binh Dinh needs to have timely actions to provide the human resource for this field.
An indispensable tendency
Statistics released by Ministry of Information and Communications showed that nearly 600 enterprises including 15,000 software experts and computer programmers are operating in software industry. The figure proved its great attraction and development. With 7,000 administrative bodies, 6,000 State-owned enterprises, and 260,000 limited liability companies, Vietnam is a potential market for the software development.
The demands for computerizing the economy, business activities, and administrative procedures also contribute to the software market.
The software industry is now one of fields earning good money in many countries. It is still new in Vietnam, which will be an advantage for the future development.
At present, owing to difficulties, such as the lack of human resource, weak competition, and small market, the software industry in Vietnam hasn't fully developed.

Human resource plays as key
Binh Dinh has found the software industry as a key for the development of information and technology. According to the plan on developing the information and technology (IT) in Binh Dinh by 2010 and direction to 2020, the development of human resource and IT plays as one of important targets.
Accordingly, there will be at least three enterprises specializing in softwares by 2010 and 5 by 2015 and 10 by 2020. As planned, IT will gradually become provincial key economic sector. It, however, has now no plan as the foundation for the software development.
Also, Binh Dinh has no convenient environment and particular concern for this field. Human resource plays as the key factor for the IT and software development, but there are a very few programmers in Binh Dinh.
The IT development and supporting center, Cedasit, is the only center where programmers are trained in Binh Dinh. Most of them, however, have to find jobs in other big cities after graduating.
There was an ever-increasing demand for application software; meanwhile, the infrastructure couldn't fulfill requirements, which makes it difficult to attract computer programmers to work in Binh Dinh. The majority found their chance in Ho Chi Minh City, said Cedasit's director, Thai Hoang Uan.
