Closer and better procedure in construction of Nhon Hoa and Hoa Hoi Industrial Zones

In Binh Dinh Province, two Nhon Hoa and Hoa Hoi Industrial Zones (IZs) are planned to be built in An Nhon and Phu Cat Districts respectively with a new procedure to overcome financial difficulties and enhance investment resources in constructing technological infrastructures at the industrial zones.

There have been an ever-increasing number of investors in building manufactories in An Nhon and Phu Cat Districts recently. Binh Dinh Provice People’s Committee, therefore, planned to build Nhon Hoa and Nhon Hoi Industrial Zones as premises to attract the investment, increasing industrial production ratio of the two Districts, solving unemployment  creating more jobs and enriching the provincial budget. The two IZs are found in the list of nationwide IZs as 2007-2015 IZ development plan and  2020 Vision issued upon a decision by Prime Minister.

According to the plan, out of total 272 hectares of Nhon Hoa IZ, 200 hectares will be for lease with more than 300 billion VND (1.875 million USD) worth of total construction investment. Nhon Hoa IZ is expected to attract investors in following industries: aquatic-agricultural-forest product processing, electronic and electrical facilities manufacturing, engineering, construction material manufacturing,etc.  In Hoa Hoi IZ, 185 ha area out of total 265 ha will be for lease with 330 billion VND (2.065 million USD) investment. This IZ will attract electronic and electrical facilities manufacturing, engineering,information technology, ashlar paving brick, insulator porcelain, industrial paint, granite, concrete composition, mechandised concrete and aquatic-agricultural-forestry product processing, etc.

There are many distinctive features in constructing the two IZs, compared with other IZs in Binh Dinh: investors (private enterprises) will undertake technological infrastructures and for re-lease. Nhon Hoa IZ will be built by Nhon Hoa Joinstock Company while Hoa Hoi IZ will be built by Hoa HoiJoinstock Company.

That the construction of the two IZs is for these companies is to overcome financial difficulties and enhance investment resources in constructing technological infrastructures in the new industrial zones.

The two IZs locate near highways and sea port. Such geographical position is very favourable for development and potentiality exploitation. On basis of experiences gained after the construction of Phu Tai and Long My IZs, Nhon Hoa and Hoa Hoi IZs will be constructed with a closer and better procedure, particularly in land clearance and infrastructure building. Accordingly, resettlement area will have been available before the land clearance to settle inhabitants’ lives in the area. Sewage system will be built synchronously at required criteria. Businesses in the two IZs have to treat partially to conform B sanitary standard before being tackled in the IZs’ sewage system, disposing to the sewage system of the IZ.  The sewage will be passed the second treatment there before being discarded into the environment.

 Furthermore, other infrastructure works such as electricity supply stations, water supply stations, trees, inner road system, fire prevention system,etc. must conform criteria of a modern IZ. The two IZs are expected to partly contribute to sustainable development of Binh Dinh Industry.

Mr. Bui Quoc Hong – Head of Binh Dinh Industrial Zones Management Board: The objectives of constructing Nhon Hoa and Hoa Hoi IZs are to attract investors with strong finance, good management and high prestige among business circles in Binh Dinh.

We are currently organising study tours for two investors of two IZs to learn experiences from Southern IZs, particularly in HCMC and Binh Duong to apply for the construction of these IZs. The two investors ensured to provide enough investment for infrastructure building and the land clearance covering on account. Besides, we and other functional bodies and agencies will work together to develop the two new IZs effectively and synchronously.
