Plan of rebuilding Quy Nhon Cho Lon Commercial Centre by An Phu Thinh Investment and Construction Development Joint-stock Co. was introduced for an approval to Binh Dinh Province People’s Committee by the Investment Appraising Board, who was in charge of selecting the best investment option of rebuilding the premises.

At first, 5 plans are proposed to the Investment Appraising Board. They are designed by An Phu Thinh Investment and Construction Development Joint-stock Co., Anh Vy Export-Import Co., Duyen Hai private Co. in joint-venture cooperation with Tri Tin Co., Ltd., Ho Chi Minh City Water supply and Environment Joint-stock Co., Ho Chi Minh City Investment and Construction Joint-stock Co. The first 3 enterprises are all based in Binh Dinh Province.
Out of the 5 proposals, the plan by An Phu Thinh Co. is the most prominent with its strong points such as the largest size, diversified function, well-organized design, the most convenient application. It meets satisfactorily many criteria of the new Quy Nhon Cho Lon Commercial Centre and hence gets a quite high appraisal mark of 93.72/100.
According to the plan, the new commercial centre will be build on a plot of 5,000 square metres, in which business premises makes up 39,000 square metres. Other proposals design smaller business premises of 24,000-30,000 square metres. The new commercial centre designed by An Phu Thinh will have 8 floors and 1 basement. This multi-functioned building can satisfy diversified need of goods display and service supply. 72% of the area will be reserved for goods trade while the rest 28% of the area will be set for service industries. Such design is suitable to model of a commercial centre.
The premises is arranged well with clear-cut functional subdivisions and logical internal pathways. The basement is for parking and working place of technical body. The 1st and 2nd floors with 450 kiosques will be for goods trade of small shopkeepers. Each of the kiosque covers an area of 9-12 square metres. Another area of over 2.100 square metres (or about 200 kiosques) will be saved for display of vegetable, fruit and other fresh goods. Thus, there will be total 650-680 kiosques. Such division of the premises is reasonable in comparison with the figure of 666 kiosques of the old Quy Nhon Cho Lon Market, which was destroyed in the flame catastrophe in the evening of 16th December 2006.
There will be all kinds of goods to be sold like before. The 4th, 5th and 6th floors will be for specialized supermarkets. Each supermarket covers an area of 500-1,000 square metres and sells only one kind of goods. Such model is totally different with multi-categorized traditional supermarket. Office for lease, restaurants and entertainment complex are designed at the 7th and 8th floors.
Technical infrastructure of the building is relatively modern and synchronized. System of fire prevention and fighting is fully-equipped with heat and smoke sensors. It has both manual and automatic operation functions. There will be 8 emergency stair ways in case of fire. There will be an outdoor emergency staircase with safety boards.
Estimated investment of the project is quite high (VND 218 billion or USD 13.625 million) while other plans are expected to cost VND 80-100 billion (USD 5-6.25 million). Construction of the commercial centre will be done within 18 months as a BOT (Build-Operate-Transfer) investment. Policy of assisting the affected shopkeepers is the most convincible point of the plan. Accordingly, the old registered shopkeepers will be exempted from land lease in the first 24 months of business and pay only half of the land lease in the next 5 consecutive years.
Although the plan wins high consensus, it still needs to be modified more. The Investment Appraising Board suggests An Phu Thinh Co. designing more business places for foodstuff, fresh vegetable and fruit display. The board also petition the People’s Committee to let An Phu Thinh Co. draw out a feasible investment project, improving the architectural design and relevant technical options. A public opinion poll on the project should be done if needed.
