Binh Dinh: labour export is hard to reach its target

Binh Dinh Province People Council’s Resolution Council has put the target for exporting 1,000 labourers in 2007. Untill now, there have been 168 provincial labourers to export to Japan, Malaysia, South Korea, Brunei, etc. Currently, the labour export markets nationwide have met serious difficulties, thus it’s hard for Binh Dinh to meet its target.

The traditional market hasn’t been attractive

Malaysia is the main labour market for Binh Dinh, holding 75% of the total number of guest labourers. However, because of its recent economic fluctuation, some Malaysia companies haven’t guaranteed stable jobs for Vietnamese guest labourers at stipulated in the labour contracts. Some Malaysia companies reduced their operation and transferred Vietnamese labourers to other jobs but they didn’t want and required to send them back before the expiry date of the contracts. Moreover, most of Malaysia companies paid low wages, raising shifts but didn’t pay higher wages, which badly affected labourers who have signed contracts or who have the intention of working overseas.

At least 15 guest labourers introduced by the Binh Dinh Youth Vocational and Job Introduction Centre to work in Malaysia had to return home before expiry date of the contracts. The main reason is that these companies are overload of labourers or bankrupted. Most of them just worked in Malaysia for 6 months or 1 year and is refunded completely expenses they paid for exporting.

This is because Vietnamese labour export companies hadn’t studied thoroughly capacity and the actual need for labourers of Malaysia companies before signing contracts. At the moment, there are numerous labourers coming the centre to ask information of working overseas but they are worried or refuse to work in Malaysia, according to Mr. Tran Huu Hieu, vice-director of the Binh Dinh Youth Vocational and Job Introduction Centre.

Advantages and disadvantages for labour export

South Korea labour market attracts a large number of labourers to register because of its low price and fairly safety. Total of expenses is roughly VND 18 million (USD 1,125). However, the recruitment is carried out by Vietnamese Labour, Invalids and Social Affairs system that in accordance with a non-profit agreement signed between Vietnamese and South Korean governments but the quota is limited.

“The South Korea’s quota to receive Vietnamese labourers is 110 but volume of entrants are numerous. Now the centre has 107 labourers taught Korean and recruited by Ho Chi Minh City Department of Labour, Invalids and Social Affairs”, said Mr. Do Thanh Son, Director of Binh Dinh Job Introduction Centre.

Based on recruitment results, high-mark labourers have more opportunities to select good jobs with high salary and light work.

Japan labour market is also attractive with high salary and stable work. However, out of VND 30 million (USD 1.875) expenses, the labourers must deposit over VND 100 million (USD 6.250). Thus, there are few of labourers registering. Japan market is considered is for “upper classes”, not for poor labourers.

According to labour export experts, Middle East labour market is common and is fairly suitable with Vietnamese labourers in general and Binh Dinh Province in particular. It needs large number of labourers but recruitment require is not hard to satisfy. Total expenses to be paid for working in Middle East market is lower than other markets such as Australia, Japan, Canada, etc. Moreover, the labourers will be treated well by its government’s encouraging policies. The weather in Middle East is harsh and political situation is instability so it also hasn’t attracted the labourers. However, Middle East is still in a choice of labourers, after some other markets such as South Korea, Taiwan, etc.

The Vocational and Job Introduction centres nationwide have currently tried their best to seek new markets to attract more labourers to work overseas. The Binh Dinh Youth Job Introduction centres in June developed two more new markets in Brunei and Singapore. Out of expenses for exiting country, labourers don’t have to pay more. The labourers can get an average monthly income of VND 6 million (USD 375), excepting overtime pays. However, the quota is only 200 labourers.

Although Binh Dinh Job Service Centres have made a lot of efforts to develop more new markets and signed many service contracts with Ho Chi Minh City-based labour export companies, labour export markets nationwide are in a difficult situation. It is, therefore, difficult for Binh Dinh to meet its target, according to the director of the Department of  Labour, Invalids and Social Affairs, Pham Van Thi.
