Vinashin to start projects in Nhon Hoi: Mr. Le Dinh Minh

Since 2005, Vietnam Shipbuilding Industry Corporation (Vinashin) has registered to invest in Nhon Hoi Economic Zone (EZ) some projects with the capital of US$300 mln. Binh Dinh newspaper had an interview with Mr. Le Dinh Minh, director of Binh Dinh shipbuilding industry and transportation joint stock company (Binh Dinh Vinashin), a member of Vinashin, about this issue.

Q: Could you tell me about the conduction of Vinashin’s projects in Binh Dinh?

A: Vinashin will build the complex of seaport and shipbuilding factory in Nhon Hoi EZ, according to the agreement signed on July 17, 2005 between Chairman of Binh Dinh province People’s Committee, Vu Hoang Ha, and vice-director of Vinashin, Le Loc. The complex includes a shipbuilding and shiprepairing factory with the capacities of 10,000 tons and 100,000 tons respectively, a seaport, and a new urban area for Vinashin’s experts and staff. The projects will be conducted on an area of 343 hectares with the capital of $300 mln.

However, until now, only one out of 5 projects has been started, that is, the project on investing in a maritime transport fleet. Binh Dinh Vinashin is now able to effectively use two ships with the total load of 6,000 tons, and, as planned, we will receive four 22,000-ton-ships in 2008 and two 30,000-ton-ships in 2009. The company will have a fleet of ships with the load of 130,000 tons in 2012. Other projects haven’t been conducted due to some problems.

Q: What are the problems?

A: Binh Dinh province People’s Committee on April 2, 2007 sent an official document No 892/UBND-CN to Vinashin, saying that due to the position for the shipbuilding factory which was near the centre of Quy Nhon city, Binh Dinh province People’s Committee decided not to include the shiprepairing factory in the detailed plan of Nhon Hoi EZ to avoid the environmental pollution. Binh Dinh province People’s Committee only encourage projects on constructing newly-shipbuilding factories in Nhon Hoi EZ. Accordingly, Vinashin’s CEO on July 27 had a decision to set up the project on building Binh Dinh vessel industry factory at Hoi Loc hamlet of Nhon Hoi commune on an area of 93.35 hectares. Another investor will be in charge of Nhon Hoi seaport while other projects on the petrol transportation and urban areas haven’t been started.

Q: Could you tell me more about the project on building the vessel industry factory?

A: The factory will be built on an area of 93,35 ha at Hoi Loc hamlet of Nhon Hoi commune from 2008 to 2010 with the capital of VND1,350 bln (US$84 mln). In the north it’ll border the non-tariff area. It will be bounded by Phuong Mai mountain in the south and east and in the west it’ll border the Thi Nai lagoon.

Q: How are the preparations?

A: We recruited 20 engineers and had them trained at Vinashin’s shipbuilding factories. We also opened a vessel industry course for 350 people and annually trains nearly 1,000 new engineers to meet the demand.

Vinashin’s leaders steered us to soon complete all formalities to build the 3.5-km-road from the Nhon Hoi T-junction to the factory with the capital of over VND20 bln ($1.25 mln). Also, Vinashin’s 10-storey-headquarter in Binh Dinh has being built to be in use by late 2008.
