The seminar on agricultural competitiveness project (ACP) sponsored by World Bank and Ministry of Agriculture and Rural Development was held in Quy Nhon City. It plays an important role in aiding farmers in some central and Central Highlands provinces. Mr. Andrew Goodland, WB's expert and ACP's co-author, talks more about the project.
Q: Could you brief on the project?
A: ACP will be conducted in 8 provinces, including Thanh Hoa, Nghe An, Binh Dinh, Gia Lai, Dac Lac, Lam Dong, Binh Thuan, and Ninh Thuan.
It consists of four components: agricultural technologies improvement, support for production cooperation, support for market, and project management and institution enhancement, named A, B, C, and D, respectively.
It aims to help farmers in these provinces to diversify the agricultural production and improve measures, meeting demands of the market.
The project is expected to enhance the competitiveness and relations of production for farmers in the central region, promoting the relationship among farmers, scientists, and entrepreneurs for improving the effectiveness of market promotion.
As planned, the project is to be appraised in February and March, April will the time for talk and signing, and it will be carried out by August.
Q: Could you talk more about four components?
A: Each has its own aims and includes sub-components. Component A is, for example, to study and transfer advanced technologies, improving the production effectiveness. This helps enhance the competitiveness of agricultural production.
Component B aims to promote the establishment and development of production cooperation with the aid of the State. The target of component C contributes to improve the effectiveness of the market, which can be done by reducing post-harvesting losses caused by bad conditions or the lack of public infrastructure.
Q: What do you think about Binh Dinh?
A: We, WB's experts and those majoring in banking, agricultural economy, aquiculture, and environment, have been on a visit to Binh Dinh for studying.
We realized that Binh Dinh has the potential to develop fisheries, sea products processing, and breeding.
Alongside advantages, farmers still meet difficulties. ACP is expected to partly solve problems when it is carried out, helping them improve the agricultural competitiveness.
