The 2007's investment promotion in Binh Dinh had positive steps, reaping encouraging results. The favourable conditions will strengthen the investment attraction in the coming time. Director of Binh Dinh Planning and Investment Department Le Van Tam talked more.
Q: What do you think about Binh Dinh's investment promotion last year?
A: Binh Dinh's investment promotion had encouraging results. 71 projects worth VND8,795 billion have been licensed, including 60 domestic and 11 FDI ones with five domestic and two FDI invested in Nhon Hoi Economic Zone since the Law on Investment and new Law on Enterprises took effect.
31 FDI and 101 domestic projects worth USD385 million and VND9,076 billion, respectively were licensed in the whole year.
In 2007, the reform of administrative procedures and investment opportunities and environment were intensified, in which the investment promotion played an important role. Last year also saw many activities such as seminars and visits for the investment promotion.
Visits to Korea and China headed by provincial Chairman proved initial achievements. Meetings with delegations and propaganda on mass media continued being promoted.
Thanks to these activities, Binh Dinh attracted many investors. The management boards of industrial zones and Nhon Hoi Economic Zone Administration have planned many programs for the investment promotion.
Q: Binh Dinh's PCI (provincial competitiveness index) ranking was 4th last year, but the result was not high. What do you think about this?
A: High PCI ranking doesn’t equal to the investment attraction, which is also affected by other factors like location and socio-economic conditions. Ha Noi, HCM City, and neighboring provinces have always attracted many investment projects despite their low PCI rankings.
On the contrary, Da Nang and Binh Dinh, for example, had high rankings but the number of projects and investment capital were still low.
We are still, however, proud of the high PCI ranking, reflecting our significant efforts to simplify administrative procedures and improve legal frameworks. We can, therefore, use this to introduce Binh Dinh's advantages.
Before PCI had become known, Binh Dinh attracted many big projects owing to many factors. After its PCI ranking was announced, investors highly appreciated the ranking. This is an advantage when all provinces have equal opportunities. Investors will decide to invest in provinces where they can have more benefits.
After Vietnam's integration, tax priorities will be reduced or less significant. Investors also said that the financial support was not all. The PCI ranking is, therefore, an advantage. It needs paying great concern.
Q: What do you think about Binh Dinh's investment promotion in 2008?
A: What we experienced proved that we should further the investment promotion activities in countries and territories such as the US, Japan, China, Korea, or Taiwan basing on the cooperation with partners whose benefits are closely related to Binh Dinh.
Also, activities should be directed to domestic investors who have new and practical ideas.
Projects relating to supporting industries must be paid attention to, positively affecting the economic development. The electronic industry is one of Binh Dinh's top priorities.
The investment promotion should involve all provinces and cities in the central key economic region. The Ministry of Planning and Investment plans to hold a seminar on investment promotion for the central key economic region. Binh Dinh and other neighboring provinces will cooperate to successfully hold the event.
To make the investment promotion become effective, we should ask the Government for further support, upgrading the infrastructure and other fields. The human resource should also be well prepared for coming projects. Only when changes in all aspects are made can the effort to attract investment be effective.
Last year saw initial success, but the investment promotion needs to be diversified. Preparations need to be more professional.
