VLAP perfects land management system

The Vietnam Land Administration Project (VLAP) is aimed at developing a perfect land management system in the targeted cities and provinces and to help people utilise land information services. Director of Binh Dinh Environment and Natural Resources Department Tran Thai Nga talked more about the issue.

- What is the specific aim of VLAP?

The project is under the agreement between the Government of Vietnam and International Development Association. Its aim is to modernize the land registration system to ensure perfect land registration records.

The land management system will operate basing on the development and application of the information and technology.

Synchronously, the project is expected to strengthen the land registration services, best meeting the demand for the State management, socio-economic development, and environment protection.

The World Bank (WB) sponsored the project with the investment capital of US$100 million. Nine provinces were involved in the project, including Binh Dinh province.

- Could you talk more about the VLAP’s contents?

It includes three main components. The first component is the modernization of the land registration system. The second component is the improvement of land registration service delivery. Finally, the third component will support the overall implementation of the project through project management monitoring and evaluation.

Registration offices for the land-use right certificate will be aided to best operate. Public services on land will be implemented basing on international standards.

- How will the project be implemented in Binh Dinh?

Binh Dinh has been allocated over US$12.1 million, including the WB’s capital of US$8.9 million. A steering board headed by provincial Chairman Nguyen Van Thien was established.

More than US$1.9 million will be used to buy facilities, strengthen land registration services, and support the project management.

The rest capital will be allocated to nine Districts, such as Phu My (over US$2.3 million), Phu Cat (US$1.9 million), An Nhon (roughly US$1.4 million), and Hoai An (US$1.2 million).

The project is expected to be implemented in Binh Dinh from 2009-13, starting in Districts of Phu My and Tuy Phuoc. The progress can be shortened if the project is effectively operated.
