The 2007's banking system in Binh Dinh reaped encouraging results. Commercial banks will continue diversifying their activities and services this year. Director of Vietnam State Bank (VSB) – Binh Dinh branch, Phan Thi Kim Cuc, talked more about this.

Q: Could you talk about activities of banks in Binh Dinh in recent times?

A: In 2007, Binh Dinh's banks had positive results. Last year, Binh Dinh-based VSB carried out tasks basing on the local economic development program and the banking's direction. We also conducted policies and measures promulgated by the Government, provincial People's Committee, and VSB.

VSB Binh Dinh carried out the investigation at credit agencies and Central People's credit fund located in Binh Dinh.

Q: Many commercial joint stock banks have opened their branches in Binh Dinh recently. What do you think about this?

A: In my opinion, this is a positive sign for Binh Dinh because it proves Binh Dinh's economy has stepped forward, providing best conditions for commercial banks.

2007 saw the development of kinds of credit agencies in Binh Dinh, including seven branches of State commercial bank and seven branches of commercial joint stock banks, let alone branches of People's Credit Fund.

This creates an eventful competition, helping develop business activities and banking services in Binh Dinh.

Q: But it is said that some commercial joint stock banks operate in Binh Dinh to mainly mobilize the capital. They don't aim to provide the capital for provincial economy. Do you think so?

A: Not absolutely. In the "open-door" period, all commercial banks are equal and we must accept "the rule of the game". The development of branches of commercial joint stock banks partly diversifies kinds of credit agencies in Binh Dinh, creating encouraging results.

The 2007's price of gold, dollar, and goods fluctuated, affecting the currency market. Provincial credit agencies still overcame difficulties.

Q: Another difficulty for banks, particularly State-owned commercial ones, is the "brain drain". What is your opinion about this problem?

A: That's true. It seems an insolvable issue for leaders of VSB and branches. Commercial banks, however, have to accept "the rule of the game" when Vietnam integrates into WTO. Besides the reward and salary, leaders must know how to use the employees' talent, encouraging them to work as much as they can.

Q: How about the aims and tasks of Binh Dinh's banking in 2008?

A: The 2008 is considered as an important transitional year for the 5-year plan in the 2006-2010 period. The operation of Binh Dinh-based banks is, therefore, directed to the aim of socio-economic development.

Binh Dinh's banking aims to extend its network, diversify types of capital mobilization, and improve services. We strive to increase the source of mobilized capital from 28 to 30 percent.

With credit investment, forms of financing will be diversified, basing on the conduction of measures for effective investment.

The investment capital will be balanced, giving priority over processing industry development, construction, services and trade, and other key economic projects.

Loan will also be given to agriculture and rural development, poor households, and policy families.
