At the meeting on the compensation and ground clearance at Nhon Hoi Economic Zone (EZ), reports focused on difficulties and solutions for the construction of Nhon Hoi EZ.
The 2008’s main tasks of Nhon Hoi EZ are the ground clearance and technical infrastructure construction to help investors conduct their projects and attract others.
However, the compensation and ground clearance have been carried out slowly, delaying the construction of some projects, such as Cat Tien resettlement area, Vinh Hoi resort, and industrial zone (subdivision A).
Reasons
According to reports, resettlement areas need to be ready before the ground clearance. But, in reality, both have been carried out at the same time, slowing down the progress. Many projects were licensed but they couldn’t be conducted due to the lack of premises. Another reason was that some people weren’t aware of the issue.
The proposal to adjust some functional divisions wasn’t consistent and the approval of planned projects and compensation was carried out slowly.
Some local authorities haven’t got any effective measures; meanwhile, the cooperation among local authorities and function bodies wasn’t synchronous.
Measures
This year is the turning-point for Nhon Hoi EZ so that it can effectively operate in 2009. The 2008’s key task is, therefore, that the construction, ground clearance, and compensation need to be intensified. Alongside this, the resettlement areas also need concern.
The cooperation between Nhon Hoi EZ Administration and relevant bodies has to be maintained and improved.
The compensation and ground clearance must be paid attention to, creating the most favorable conditions for licensed projects. The role and responsibility of particular bodies and agencies have to be clearly regulated.
At the meeting, all participants agreed that Quy Nhon City People’s Committee, Districts of Phu Cat and Tuy Phuoc, and the council for compensation and ground clearance need to closely cooperate with each other.
Nhon Hoi EZ Administration, local authorities, and functional bodies also have to effectively operate.
