The 2006-2010 Socioeconomic Plan of Binh Dinh Province

The GDP of Binh Dinh province is expected to grow 13 percent a year.

In the 2006-2010 period of time, Binh Dinh province is making use of favorable conditions, which are available for it to boost socioeconomic development. Binh Dinh has been added to the list of localities in the Central Key Economic Zone. The Phuong Mai – Nui Ba tourist line has been identified as one of the most important tourist lines of the country. The Nhon Hoi Economic Zone will be the driving force for Binh Dinh to accelerate economic growth in the later years of the 2006-2010 period of time and pave the way for implementing the next five-year socioeconomic development plan.

Policies

- Bring internal strength into full play and make effective use of external resources, utilize all advantages of the province to enhance the competitiveness of the provincial economy. Utilize the advantages of the Nhon Hoi Economic Zone to make it the driving force for development.

- Encourage all economic sectors to develop and all individuals to enrich their lives lawfully. Economic development must go along with social development. Social equality must be ensured. Reduce the gap between different regions and different classes of society. Give a priority to socioeconomic development of mountainous areas, employment generation, hunger eradication and poverty alleviation.

- Expand on-the-spot human resource training to meet the requirements of industrialization and modernization. Apply appropriate policies to attract talented people and create favorable conditions for them to work effectively.

- Preserve cultural values of the nation. Encourage everybody to contribute to cultural, education, and health development. Cultural development must be closely combined with tourism development.

- Socioeconomic stability and growth must be considered as the foundation for maintaining political stability, security and national defense.

Objectives

The per-capita gross domestic product (GDP) of Binh Dinh province is expected to increase gradually so that it can almost reach the country’s average by 2010. One objective is for Binh Dinh to improve its position and its role for the country as a whole as well as for the coastal areas of the south central region and especially the Central Key Economic Zone. Binh Dinh province is bringing its advantages into play so that it can overcome existing difficulties but does not depend on the State’s support. It is boosting industrial and service development and at the same time reduces the percentage of agriculture in the structure of the provincial economy. The workforce of the province therefore is being restructured also to have more workers in the fields of industry and services and less in agriculture.

Socioeconomic targets

- The province’s GDP to grow 13 percent a year (agriculture-forestry-fishery to increase 5.6 percent, industry-construction 21.8 percent, and services 13.5 percent). The industrial production value (as per the fixed prices of 1994) to increase 24.5 percent a year. The production value of agriculture, forestry and fishery to rise 5.5 percent annually.

- The per-capita GDP to exceed US$900 by 2010, 2.25 times higher than in 2005.

- The provincial economy to have the following structure by 2010: agriculture-forestry-fishery to account for 27-28 percent, industry-construction 37-38 percent, and services 34-35 percent.

- Total export revenue of the 2006-2010 period of time to reach US$1.5 billion.

- Budgetary revenue to reach more than VND2 trillion by 2010 with VND1.8 trillion to come from domestic sources.

- Total investment in development for five years (2006-2010) to be VND45 trillion or 53 percent of the province’s GDP.

- To urbanize 35 percent of the province’s total area by 2010.

- Trained workers to represent 50 percent of the province’s total workforce by 2010.

- To generate 24,000-25,000 new jobs each year.

- To reduce the percentage of poor households to below 10 percent (according to new criteria).
