SEMLA program in Binh Dinh leaves impression on me, says Henny A

The Independent Evaluation Delegation (Sweden) led by Mrs Henny Andersen visited Binh Dinh to evaluate Strengthening Environmental Management and Land Administration’s (SEMLA) operation. Binh Dinh Newspaper’s reporter Viet Hien spoke with her on the issue.

* Could you brief on delegation’s activities in Binh Dinh?

We aim to see how the SEMLA program has been carried out in Binh Dinh and what it has achieved. We interviewed director of SEMLA program in Binh Dinh, experts who are in charge of components, and local staff.

We will evaluate the combination of social issues in SEMLA program, the people’s right for land and environment, public services, the contribution of legal documents to the development, and technical instructions.

We came to Ngo May town and had talks with those who took part in building regulations on environment protection in Ngo May and building the cleaner production model in Hoai Hao commune.

Also, we visited the information center in Ngo May and some households participating in the model of cleaner production.

* How about the effectiveness of SEMLA program in Binh Dinh?

SEMLA is the first foreign-aided project carried out in Binh Dinh. Binh Dinh Department of Environment and Natural Resources has conducted SEMLA program. I realized that the staff includes qualified people, effectively carrying out components.

The staff knew how to conduct the program effectively through two channels, that is, the training and the popularization of the information on environment and natural resources. I was really impressed by the effectiveness of SEMLA program in Binh Dinh.

* What do you think about two SEMLA’s models carried out in Phu Cat and Hoai Nhon?

When visiting Ngo May town, we saw that the environment protection was paid attention to. The staff cooperated with the local authority to combine the environment protection with regulations in the community.

The model of cleaner production in Hoai Hao is another procedure. Unlike SEMLA programs conducted in industrial zones in other provinces, the SEMLA program in Binh Dinh involves households processing the cassava starch in the environment protection.

* What are drawbacks of SEMLA program in Binh Dinh?

The regulations on environment protection in residential areas may take much time if we focus so much on them. More importantly, the SEMLA program needs to popularize laws on land and environment, helping the people understand the laws.

The model of cleaner production has its own advantages, but it still needs the participation of local authorities and functional bodies. The analysis of its results is also necessary to help people effectively apply the model in the future.

SEMLA program in Binh Dinh also needs to pay attention to the human resource training to improve the staff’s qualification.

* How about the extension of SEMLA program in Binh Dinh?

We will evaluate the effectiveness of SEMLA program in Binh Dinh and then give suggestions for about two-year extension of SEMLA program.

However, we could only give evaluation and suggestions. It’s Governments of Vietnam and Sweden that will decide the extension of the project.
