RURAL ENERGY PROJECT - PHASE 2:
Difficulties need to be solved

The rural energy project – phase 2 (RE II) sponsored by World Bank (WB) has been carried out in 51 communes in Binh Dinh. However, some components are slowly being conducted.

Slow progress

At present, 24 of 25 communes in Binh Dinh have kicked off the RE II project – stage 1. On July 11 two communes Binh Tan and Tay An in Tay Son Districts started carrying out all components. Phuoc Quang commune is still waiting for WB’s formalities so as to conduct the procedure.

Binh Dinh RE II project Administration cooperated with consultancies and functional bodies to carry out the ground clearance and compensation, providing the financial support for mountainous communes such as An Lao, Hoai An, Van Canh, and Vinh Thanh. Binh Dinh RE II project Administration also invited 23 bids for the project.

Some contractors have slowly conducted the progress due to the fluctuation of price. In many communes such as Nhon Phu, Nhon My, Phuoc Hung, Vinh Quang, Vinh Hiep, My Thanh, My Thang, My Cat, and An Thanh the stagnation is still happening.

The Administration has dispatched the document to contractors, asking them to respect the contract. Some officials were appointed to solve problems and observe the progress.

Learning experiences

The second stage of RE II project has been carried out since July 11 with 26 communes involved.

The grid will be improved and newly built in the second stage. The total capital is VND164.9 billion, including VND134 billion from WB and VND30 billion from provincial corresponding capital.

To speed up the progress it needs to focus on the ground clearance and compensation. This will ensure the progress of components conducted in the stage 1. Other issues relating to the capital and formalities also need to be solved in the stage 2.

It is necessary to have a good cooperation between the administrations in Central region and Binh Dinh. Also, four mountainous communes must be aided in completing formalities.

Binh Dinh needs to mobilize the corresponding capital this year to submit the project for the approval of Ministry of Industry and Trade and WB in September.

The capital for the ground clearance must be mobilized from districts and communes which benefit the project. Mountainous communes will be aided for the ground clearance.

People in rural areas will have a chance to benefit the newly-built grid thanks to RE II project. The mobilization of capital will be a driving force to help contractors overcome difficulties.
