On the occasion of the New Year, Binh Dinh Newspaper reporter interviewed Chairman of provincial People’s Committee Nguyen Van Thien. He affirmed that Binh Dinh will focus on carrying out plans in 2009.
The 2008 saw many difficulties, but Binh Dinh still continued attaining many achievements. Could you brief on these?
In 2008, Binh Dinh has continued implementing the five-year socio-economic development plan 2006-2010. Many challenges directly influenced Binh Dinh’s socio-economic development, such as the economic recession and the price increase of commodities.
However, the province’s socio-economic situation has stably developed, showing positive signed. The province’s GDP increased by 10.94% over 2007, including agricultural-forest-aquatic products 7.5%, industry and construction 16.85%, and trade and services 10.2%. The export turnover reached US$370 million, a rise of 16.7% over 2007.
Cultural activities also changed positively. The people’s living standard was improved and the national defense, security, as well as public order were kept stable.
2008 also saw many big events successfully held in Binh Dinh, such as the Tay Son-Binh Dinh Festival and the national festival of traditional martial arts, attracting scores of tourists.
How about the shortcomings?
Actually, the achievements haven’t fully reflected Binh Dinh’s potential. The industrial production value increased but it was still lower than 2007. The planning, construction, ground clearance, and compensation in industrial zones were slowly implemented.
Cultural-information activities and sporting events haven’t been strengthened, particularly in mountainous areas. The rate of out-of-school children was still high without any solutions.
The management and cooperation among bodies were ineffective. The public order, crime, and traffic accidents were not fully under control.
Could you talk about measures to attain the growth target of 11% in 2009?
Under the steering of the Prime Minister and provincial Party’s Committee as well as the support of Central ministries, the province is expected to attain targets this year.
Binh Dinh will focus on some key measures: solving difficulties, improving investment environment, preventing an economic recession, promoting production and quality of the economic growth; effectively using investment capital, creating favorable conditions for investors; ensuring social security and people’s living standard; strengthening administrative reform and corruption prevention.
The province will encourage the development of craft villages. Households, co-operatives, and enterprises will be supported to develop small-scaled industries. The construction of traffic and electricity and water supply in Nhon Hoi Economic Zone as well as other industrial zones will also be promoted.
The province will also focus on the development of agricultural sector, ensuring the quality and safety in production.
As a provincial Chairman, what do you hope for Binh Dinh’s socio-economic development?
We hope that the whole Party, people, and army will strive to attain the socio-economic development targets in 2009, contributing to finish the five-year plan (2006-2010).
