How to attract hi-tech projects?

The country’s industrialization and modernization have changed dramatically, requiring the hi-tech industry to be better and better. It is one of the key industries paid great attention in the social-economic development strategy by 2020.

In Vietnam, hi-tech projects are now attracting many big investors, mainly in Ha Noi and HCM City. Intel Group, for example, invested US$1 billion in building an ATM transistor chip plant in HCM City hi-tech zone. Similarly, Foxconn Group also invested US$163 billion in northern provinces of Bac Ninh and Bac Giang.

Binh Dinh province’s leaders are concerned of attracting hi-tech projects. After Nhon Hoi Economic Zone (EZ) had been established, many investors visited Binh Dinh to seek investment opportunities.

In July, 2007, Taiwan-based Foxconn Group and provincial leaders signed a MOU on some projects worth US$1 billion.

“Rolling out the red carpet” is always the top policy, but how to make the “red carpet” attractive is a big issue. There are many factors, such as the infrastructure, traffic, telecommunications, not counting the human resources.

The human resources is always an ever-increasing demand in most provinces, even in HCM City. “Intel will need about 1,200 highly-qualified engineers and workers this year,” said Intel Asia’s personnel director Collin Trang. “We are, therefore, going to recruit 70% of employees at universities and vocational training schools.”

Also, Nidec Corp., the biggest hi-tech investor in HCM City, is to recruit 500 workers and 10,000 engineers in the next few years.

The shortage of hi-tech human resources is a really problem. Statistics showed that the human resources in the central key economic region is even “poorer” than two key economic regions in the north and south.

Binh Dinh has the potential for development; however, the shortage of qualified human resources is one of big difficulties, which require timely solutions as soon as possible.

The establishment of Nhon Hoi EZ has resulted in the shortage of human resources, particularly highly-qualified ones. An area of 240 ha in Nhon Hoi EZ is used for hi-tech projects.

What must Binh Dinh do to meet the demand for human resources? The answer is that we now need to focus on vocational policies. The training policy also needs changing, focusing on fields that meet the development process.

Attracting talents is the most effective investment for the sustainable development. It’s necessary to have policies for attracting talents and overseas Vietnamese who have qualifications and experiences in hi-tech industries.

Alongside these, courses specializing in hi-tech fields should be opened with the participation of foreign experts. The training for potential hi-tech industries needs promoting in advance.

The infrastructure and human resources also needs to be ready for attracting hi-tech groups, such as Intel, IBM, or HP.

There will be more measures, but we could hope many hi-tech projects will be invested in Binh Dinh, particularly in Nhon Hoi EZ in the near future with such short-term solutions.
