The delegation of the Steering Board for the Vietnam–Sweden Cooperation Programme on Strengthening Environmental Management and Land Administration in Vietnam (SEMLA) headed by Vice Minister of Natural Resources and Environment Tran The Ngoc paid a working visit to the central province of Binh Dinh. He talks more about the SEMLA program in Binh Dinh.
Could you brief on the purpose of the working visit to Binh Dinh?
The delegation aimed to go on an inspection tour about the implementation of SEMLA program in Binh Dinh, including some projects of the provincial component.
The Ministry of Natural Resources and Environment and the National Steering Board for SEMLA program will then be able to help Binh Dinh solve difficulties to continue implementing the program.
What do you think about the result of SEMLA program in Binh Dinh?
The SEMLA program has started in the central Binh Dinh province since July 2006. Initially, the progress was quite slow for the staff had less experience.
However, the province’s management board for SEMLA program has experienced difficulties and overcome shortcomings, effectively carrying out the program in the 18-month plan (2008-2009).
Binh Dinh has carried out 8 projects so far, including some important ones, such as Pollution prevention, control and rehabilitation; cleaner production; chemical safety; Environmental impact assessment and Strategic environmental Assessment systems (EIA and SEA); Environmental and land information systems (ELIS); Land registration and real estate market development; land use planning; Provincial human capacity building and public awareness raising.
Which projects reaped satisfactory results, do you think?
The “cleaner production” project helped prevent the environmental pollution in Hoai Hao (Hoai Nhon District), Binh Tan (Tay Son), and Nhon An (An Nhon).
The ELIS project was also carried out effectively, contributing to the natural resources and environment management and the land use planning in combination with environment protection.
What’s more, the provincial human capacity building and public awareness raising project has helped trained the staff of three levels, providing many courses on land management and environment impact assessment.
What must be done to effectively implement the program in Binh Dinh in the future?
The SEMLA program in Binh Dinh still exists some shortcomings. Some figures of the ELIS project are, for example, inaccurate.
The National Steering Board for SEMLA program asked the province’s SEMLA management board to focus on six key tasks this year, particularly the land use planning in combination with the environment protection and climate change in Districts of Phu Cat and Tuy Phuoc, the procedure for land registration under the bar code and Virila land information system (VILIS), and regulations on environment protection in five communes.
