After highly praising the feasibility of Mui Tan artificial island building project at an international workshop on organized by the investor, H.B.C Investment and Service Joint Stock Company, on October 15, experts, specialized agencies and top leaders of Binh Dinh Province are now offering their written comments on the basis of the feasibility study of the Royal Haskoning consultancy firm (Netherland). Following are brief of the comments:

- Vietnam Marinetime Bureau: agrees with the proposal by the investor on the planning for the construction of an artificial island at Mui Tan with original and modern ideas and architecture, creating an attractive tourist spot, helping Binh Dinh exploit its advantages and potentialities of marine economy. The bureau thinks the project is feasible and the construction of the artificial island doesn’t impact on the deposit at Thi Nai Lagoon. It also ensures the required safe distance to shipping channel to Quy Nhon sea port.

- Vice Professor, PhD. Trinh Viet An from the National Key Lab of River and Marine Dynamics, Vietnam Academy for Water Resources: The Mui Tan artificial island is an original and wonderful idea, enhancing the beauty of Quy Nhon charming beach and charm of Binh Dinh tourism in the view of marine economic exploitation. The island doesn’t affect but in fact improves the waterway traffic along the existing national shipping channel which is capable of receiving 30,000-DWT ships and another to-be-built shipping channel for 50,000-DWT vessels in future. Neither it cause obstruct to the flood drainage system at Thi Nai Lagoon. On the contrary, it helps improve the local coastal environment.

- Vice Professor, PhD. Dinh Quang Cuong, Director of Institute of Offshore for Construction Engineering: The investor is good at combining the idea of the artificial island construction with architectural studies so that it can highlight historical features of the land of rich culture and famous people, the homeland of the Emperor Quang Trung – Nguyen Hue, the historical monument of Bai Nhan, the statue of the national hero Tran Hung Dao, the land of the national famous poet Han Mac Tu, ect. The extension of the island seawards helps increase the coastal land foundation and is such a unique idea in term of scientific view.  The extended headland should be considered a flow direction work which improves the flood drainage and the local waterway traffic.

-  Professor, PhD. Luong Phuong Hau, University of Construction: The Mui Tan artificial island is an original and creative idea. It will be an impressive tourist spot which diversifies the tourist services at Quy Nhon City.

On the basis of the above comments, the H.B.C services officially submitted documents to Binh Dinh Province People’s Committee for approval on next steps of the project, including: improvement of the 1:500 scale plan, investment planning proposal, preliminary design and construction design drawing, etc.

The construction of the Mui Tan artificial island is one of the two components of the Mui Tan resort – Tran Hung Dao statute project. The project includes Zone A, an oasis in the sea with a full range of services meeting international quality and an ashore logistics area including a car parking, a receiving area and other supporting services. A modern boat station receives and sees off visitors around Hai Giang resort, Life resort, etc. and especially Zone B which includes a bungalow area, a festival square area, a commemorative house, Duc Thanh Tran temple, artificial waterfall with climbing services, etc. at the end of seawards Phuong Mai Peninsula.

Total investment capital of the project is estimated at US$130 million.
