The province’s Economic Zone Management Authority set the 2010’s growth target of 10-15 percent in the industrial production value and export turnover, compared with previous year’s goal. Head of the Binh Dinh Economic Zone Management Authority, Man Ngoc Ly, talks more about its measures to achieve the goals.

Could you brief us on the results last year?
In 2009, the Nhon Hoi EZ and other industrial zones faced many difficulties owing to the global economic recession. The province’s EZ Management Authority, however, strived to fulfill its tasks.
The infrastructure in the Nhon Hoi EZ and IZs, therefore, is now ready for construction and investment.
Also, the investment promotion has been strengthened, attracting many large-scaled projects, let alone the initial implementation of the business and environment management, contributing to the province’s sustainable socio-economic development.
28 projects have been licensed to invest in the Nhon Hoi EZ with the total capital of VND23,787 trillion. In 2009, the industrial production value reached over VND1 trillion, an increase of 8.34 percent, and the export turnover got US$123 million, a decrease of 26.6 percent against the previous year.
What are the key tasks of the authority this year?
The province’s EZ Management Authority will continue boosting the compensation and land clearance, building key technical works, and fostering registered projects in 2010.
Accordingly, we will make all-out effort to finish the compensation and land clearance for the resettlement areas, the non-tariff zone, and Vinh Hoi, Hai Giang, and Nhon Ly-Cat Tien resorts.
Alongside these, we will also focus on the road to the Nhon Hoi EZ’s port, the technical work and wastewater treatment center for Nhon Hoi IZ, and the resettlement areas for Phu Tai and Long My IZs.
The province’s EZ Management Authority will coordinate with functional bodies to strengthen the investment promotion, aimed at attracting large-scaled projects and resolve difficulties for businesses with the growth target of 10-15 percent in the industrial production value and export turnover.
What are the measures to attain the targets?
There are still some shortcomings in the compensation and land clearance as well as the slow progress of several projects.
In 2010, the province’s EZ Management Authority will focus on checking and evaluating consultants and contractors, aimed at applying sanctions to those who don’t meet requirements.
The construction will be closely monitored, ensuring that investors follow regulations. Also, projects which couldn’t meet requirements will be revoked.
The operation of businesses in the Nhon Hoi EZ and other IZs will be paid great attention this year, helping them effectively develop and overcome difficulties.
Businesses which violate regulations on labour management, environment and fire protection must be severely punished.
