Binh Dinh Province People’s Committee has just ordered the provincial state agencies presiding over the investment-related administrative procedures to actively co-operate with other relevant bodies to reply to enterprises within 5 days of receipt of their papers. Investors to Binh Dinh themselves have to no longer contact with each of the agencies.
That is the main content of the Decision No. 159/QD-UBND dated April 4th, 2010 by the provincial People’s Committee. The Decision mentions “Regulations on the order and co-ordination mechanism for resolving administrative procedures for the establishment of the enterprises outside the industrial zones, economic zones in Binh Dinh Province.”
Accordingly, principles of implementing the administrative procedures must be open and transparent; “inter-sector one-door” mechanism, in which all procedures is carried out at just one section called “one-door” section, is used for the receipt and return of papers; the agencies presiding over the procedures should actively co-operate with other relevant bodies to resolve the petitions within the set time-limit. The investor themselves have to no longer contact with each of the agencies.
The deadline for all relevant bodies and agencies is 5 working days after the receipt of valid papers. Beyond the deadline, it is automatically understood that state agencies agree with the papers submitting for their appraisal and approval if they officially don’t reply to the enterprises.
This is first time Binh Dinh Province People’s Committee has issued the comprehensive, fully worked-out regulations on order and inter-sector co-ordination mechanism for investment procedures. The regulations include the procedures for investment, land, construction and issues related to the formation and implementation of investment projects outside the industrial zones, economic zones in Binh Dinh Province.
The International Finance Corporation (IFC) and Binh Dinh Province People’s Committee successfully co-organized a training course on skills in customer care and capacity building for related officers with the aim of effective implementation of the Decision 159 on May 25-26.
