Binh Dinh Province People’s Committee on June 11 issued Decision No. 09/2010/QD-UBND on the promulgation of Regulations on establishment, expansion, supplementation of plan to develop industrial zones (IZs).
These regulations apply to functional agencies and bodies of the Provincial People’s Committee, district and city People’s Committees, who take charge of the establishment, expansion, supplementation of plan to develop IZs all over the province.
The Regulations stated criteria for the IZs establishment are as follows: the intentionally-built IZ has already been part of the master plan on development of IZs or industrial parks (IPs), which was approved by the Provincial People’s Committee in the Decision No. 124/2004/QD-UB dated on December 06th, 2004 or the intentionally-built IZ is permitted by the Provincial People’s Committee in particular supplementary documents; 1 year after its establishment or finding its investor(s) to build its infrastructure, the intentionally-built IZ must reach a percentage of land use area over 30 percent.
Criteria for the IZs expansion are as follows: the intentionally-expanded IZ must have available land in conformity with land use plan of the districts and city approved by the Provincial People’s Committee to satisfy demands of the IZs expansion; Needs for land-lease in the IZ exceed ability to provide land available for lease; the existing IZs at the localities must obtain at least 60 percent of land use; the IZ has already had a collective sewage works (in case the IZ covers an area of more than 15 hectares).
Criteria for the IZs supplementation are as follows: the intentionally-added IZ’s plan must suit the master plan, the socio-economic development plan, the industry and small scale industry development plan, land use plan and other related plans in the province; the currently operating IZs in the districts or city must have at least 60 percent of land use; the localities must have enough available industrial land for constructing new IZs; there are needs of land-lease for manufacture or business in conformity with the regulations on industry, small scale industry development at the localities. Yet, the available IZs fail to satisfy the investors’ requirements (about area, location, field of operation).
Director of Industry and Trade Department was assigned the task of presiding and co-operating with other related agencies and bodies, district and city People’s Committees in implementation of the regulations enclosed with the Decision.
