The “Water Supply and Sanitation Program in Binh Dinh Province” (WSSP) funded by the Belgian and Vietnamese government has been implemented since 2009 and it is expected to finish by 2014. The Provincial Project Management Unit (PPMU) held the 2nd meeting on the project implementation and measures to deal with any difficulties emerged from the process.

The WSSP has been implemented in several communes in 6 districts of Phu Cat, Phu My, Tuy Phuoc, Tay Son, An Nhon, and Hoai Nhon districts with some components, such as building the capacity of the agencies in charge of planning, designing, implementing and managing rural water schemes and solid waste management systems, raising the awareness on the use of safe drinking water and on the preservation of water resources as well as on the importance of protecting the environment with proper recycling, disposal and treatment of domestic solid waste, constructing rural water systems, and implementing solid waste treatment schemes.

The project is worth 8.95 million EURO, in which the Belgian Government finances 7.5 million EURO and Vietnam contributes the rest. It attempts to improve the quality of life and the environment of the inhabitants from several communes in these districts.

Most of the components have reaped initial results. As for the capacity building for in-charge bodies, the PPMU built a specialized program on solid waste management, targeting on its officials, relevant bodies and People’s Committees of districts of Phu My, An Nhon, Tay Son, and Hoai Nhon.

The proposal for the water supply in Phu Cat has being submitted to the sponsor for approval. The People’s Committee of Binh Dinh Province also approved the petition for the venue where the component will be implemented. After the ground clearance and compensation finish, several items are expected to be built there. 

98 percent of the beneficiaries registered to use the safe drinking water. A bid for the construction of Phu Cat water supply work will take place in September this year.

At the second meeting held recently, the PPMU worked out many issues and agreed on some plans for the last six month in 2010.

Boosting the progress

As planned, the PPMU will hold such events as training courses and seminars to improve the capacity of agencies in charge of planning, designing, implementing and managing rural water schemes and solid waste management systems.

Alongside this, the propagation will also be boosted with the aim at raising the awareness on the use of safe drinking water and on the preservation of water resources.

As for the upgrade of Hoc Mon water reservoir, Phu My district will be assisted in completing its preparations for the component.

The consultative bid for the overall plan for urban and industrial zone’s solid management until 2020 will also be held together with the detailed plan for the solid management board in four districts of Hoai Nhon, Phu My, An Nhon, and Tay Son.

A sum of 334,284 EURO, of which the Belgian Government offers 264,010 EURO and 70,274 EURO comes from the corresponding capital, will be poured into this year’s project implementation.

Speaking at the meeting, Vice Chairman of provincial People’s Committee Ho Quoc Dung, who is also the PPMU’s head, asked functional bodies and localities benefitting from the project to continue boosting other components to meet the deadline.
