With its poor social-economic conditions and vulnerability to regular natural disasters, Binh Dinh Province has always been paying much attention to the official development assistance (ODA) attraction from international financial institutions like World Bank (WB) and Asia Development Bank (ADB) and the non-refundable aids from governments of New Zealand, Belgium, and Japan since 2001.
Binh Dinh attracted 10 ODA projects with the total value of US$30.7 million and the disbursement of US$16.8 million in five years (2001-2005).
It also attracted 17 more new projects with total ODA capital of around US$200 million and the disbursement of US$50 million from 2006-2010, a three times increase compared to the previous 5-year period. As the result, the ODA capital of nearly US$67 million was disbursed.
There are 17 ongoing ODA-financed projects in Binh Dinh now, of which 6 are under the province’s management and the rest 11 are under the Central’s control.
In term of sector classification, 8 projects are in the field of agriculture and rural development, 2 in the fields of healthcare, culture and social welfare, 3 in the field of water supply and environment and 4 in transportation.
Most are sub-projects or components of master projects whose managers are the Central or ministries.
Although the ODA projects and programmes are at small scale, they have partly made useful contribution to the social-economic development of needy areas, ecological environment protection, and the improvement of living standard for the local people.
Some which are under the provincial management and have high value ODA commitment from the donors have left positive impact on the target sectors and the target beneficiaries.
They include the WB-financed Quy Nhon city environment and sanitation project, the New Zealand-funded reproductive health project, ADB-financed La Tinh irrigation project, and the Belgium-funded irrigation project in Phu My district.
