Binh Dinh has carried out many measures to effectively implement the second phase of the Fisheries Sector Programme Support (FSPS II) funded by the Government of Denmark. Vice Director of the province’s management unit for FSPS II, Tran Van Vinh, talks more about the issue.

Could you brief us on FSPS II?
The FSPS II was signed by two countries’ governments on December, 29, 2005. Binh Dinh is one of 9 provinces selected to join the programme which has been carried out since 2006.
The FSPS II comprises four components: Strengthening of the Fisheries Administration, Strengthening of Capture Fisheries Management, Sustainable Development Aquaculture, and Strengthening Capacities of Post-harvest and Marketing.
The FSPS II’s development goal is to help the less privileged parts of the rural population engaged in fisheries benefit from sustainable and economic development of fisheries sector.
The Danish International Development Agency (Danida) financed an estimated sum of 219.93 million DKK over a period of five year; meanwhile the Government of Vietnam’s contribution is estimated at up to roughly 10 percent of the Danida budget for FSPS II.
Binh Dinh was funded 8.33 million DKK (US$1.4 million) to implement the programme in five years.
How about the implementation of FSPS II in Binh Dinh?
19 communes and wards were selected to join FSPS II, including Tam Quan Nam, Hoai My, Hoai Huong, Vinh Son, Vinh Hiep, Vinh Hao, My Thang, My Thanh, My Tho, My Loi, My An, Phuoc Son, Phuoc Hoa, Phuoc Thang, Phuoc Thuan, Nhon, Chau, Nhon Ly, Nhon Hai, and Ghenh Rang.
The province’s FSPS II management unit was also formed. Relevant bodies and local authorities were asked to cooperate with each other to implement the programme.
The components of FSPS II have always been effectively carried out in Binh Dinh since 2006.
In 2010, the provincial programme management unit (PMU) coordinated with Binh Dinh’s agency for aquaculture protection and exploitation to offer the regulations and procedures on fishing boat registration to officials at grass roots level and technical staff at ship-building manufacturers.
Also, a seminar on evaluating the model for small-scale fishery management was held, let alone training courses for aquaculture staff, helping them improve their recruitment skills and manpower development.
The PPMU and functional bodies worked together to build a propagation programme on aquatic product safety and hygiene at Quy Nhon fishing port and offer training courses on aquatic product quarantine and exploitation to officials at grass roots level.
In addition, the PPMU opened courses and granted qualifications in captain and chief mechanic to poor fishermen in Nhon Ly, Nhon Chau, Nhon Hai, Ghenh Rang, and My Tho.
Under the programme, 73 fishermen were trained in building the post-harvest preservation model for ocean tuna. 84 models for raising fresh water and brackish water fish were also built in districts of Vinh Thanh, Tuy Phuoc, Hoai Nhon, and Phu My.
The deadline for FSPS II was permitted to be extended to 2012. What will the PMU do in the coming time?
The PPMU is to build a plan for the FSPS II implementation in the 2011-12 period under the instruction from Ministries and Central bodies.
Our short-term task is to adjust the plan, making it suitable to the reality and follow the programme’s regulations and contents.
We will also asked the provincial People’s Committee to promulgate the regulations on managing, exploiting, and protecting the fisheries source in accordance with the Government’s Decree No.31/2010/ND-CP.
The PPMU will evaluate the models for fisheries’ breeding and exploitation and work out measures to spread the models, aiming to create sustainable livelihood and increase breeders’ income.
Alongside these, the staff of steering boards for flood and storm control, search and rescue at provincial and grass roots levels will be further trained.
