Many former provincial leaders joined a meeting, co-organized by Binh Dinh Provincial Party Committee and People’s Committee, to contribute to the draft report on the development of Nhon Hoi Economic Zone, aiming to work out measures to speed up the EZ construction.

Determination and results

The construction of Nhon Hoi EZ has kicked off since 2007 with the aim at becoming a hub of industrial urban, services and tourism in Binh Dinh as well as central key economic region. The local leaders have made every effort to strengthen the infrastructure construction and investment attraction in the EZ.

Basing on the overall planning approved by the PM, the planning and land use plan for the EZ have been finished. Most function zones were also planned in detail. In addition, the Japan-based Nikken Sekkei Civil JSC, the winner of the planning – architecture contest for Nhon Hoi new urban area, is implementing its detailed plan.

Some key traffic systems were prioritized, such as the Quy Nhon -  Nhon Hoi, the road DT 635 connecting Phu Cat airport with the north of the EZ, and the road DT639 running from the EZ to the northern part of the province.

Other works, including the 5-km road from Hoi Thanh to Nhon Ly, the main route running along the EZ, and water supply system from Quy Nhon to Nhon Hoi, were ready to be used.

An area of 210 hectares was used for planting protective forest to mitigate wind and sand storms in Nhon Ly.

Some industrial parks were already built, attracting many projects, let alone the newly-built non-tariff area which is expected to be ready in the coming time.

Many domestic and foreign investors were concerned of the Nhon Hoi EZ. More than 100 investors have sought investment opportunities and signed MoU in Binh Dinh. The EZ has attracted 33 projects worth nearly VND33 trillion, of which there are 7 foreign invested projects with the total capital of US$496 million.

Striving for new stage

Aiming to improve the role of the Nhon Hoi EZ in the central key economic region, a meeting was held on April 6 with the participation of provincial leaders and former ones.

The participants focused on the inefficiency of the EZ construction and worked out measures to solve the problems.

Most agreed that the EZ was not effectively planned and the loss of vegetation cover has resulted in bad effects. They also issued other problems, such as the technical infrastructure construction in each function zone, land acquisition, and resettlement.

Alongside these, the investment attraction hasn’t proved effective as there are not many big projects.

The former provincial leaders asked the functional bodies to soon overcome the difficulties and focus on measures to develop the EZ.

Accordingly, the infrastructure construction must given special attention, particularly the Nhon Hoi port. It’s also necessary to carry out any possible solutions to create the vegetation cover and promote the investment attraction. Also, the provincial EZ management board needs to build the EZ development plan in each year and 2011-2015 period.

Their contributions were highly appreciated. At the meeting, the targets of the EZ construction in the 2011-2015 period were also announced. The key technical infrastructure will be finished, about VND4 trillion is expected to be poured into the EZ, nearly 10,000 laborers will be offered suitable jobs, and the industrial production and export turnover value will account for 20 percent and 10 percent respectively.

Many investors have come to seek investment opportunities in the Nhon Hoi EZ, according to head of the EZ management board, Man Ngoc Ly. The contractors were, thus, asked to strengthen the infrastructure construction in the IP.

Some large-scale projects were licensed to be invested in the EZ, such as the thermoelectric-refinery oil project worth US$850 million and two projects invested in the Tan Thanh tourist site with the total capital of over VND4 trillion.
