Central region still sees infrastructure difficulties

In the next five year the country will undergo massive changes in some fields, such as economy, society, security, and defense. Among them, I hope that documents of the 11th National Party Congress will be soon concretized, bringing a better mechanism to the central region, Binh Dinh Provincial Party Chief Nguyen Van Thien said when giving an interview to Vietnam Law Newspaper’s reporter.

Breakthroughs in infrastructure and manpower

The 11th National Party Congress proposed the strategy for the socio-economic development in the 2011-2020 period. As a province in the central region, does Binh Dinh suggest any measures expected to make a breakthrough in the socio-economic development in the next five years?

Binh Dinh will focus on developing industry, agriculture, and services in the next five years. As for industry, domestic and foreign large-scale projects will be prioritized, such as Nhon Hoi oil refinery or steel factory.

In the field of agriculture, advanced technologies will be applied in developing the agriculture sector; whilst, services in fields of finance-banking, post and telecommunication, transport, and tourism will also be implemented synchronously.

Alongside existing industrial zones, some more IZs are expected to be built in the north of the province. Tourist and seaport infrastructure will also be upgraded and the most favourable conditions will be created to attract investors at the same time.

The second issue is the breakthrough in manpower. Binh Dinh will mobilize any possible resources to build the technical infrastructure, particularly the planning for new urban areas, industrial zones, seaports, airport, and irrigation works.

Local colleges and other universities will be connected to offer the human resources to the province. Binh Dinh also has preferential policies to attract highly qualified manpower to work at Nhon Hoi EZ.

What do you think about the human resources for the country’s development today?

Manpower training to serve the country’s industrialization and modernization cause is now very important. The strategy for the socio-economic development in the 2011-2020 period as well as other documents mention the manpower related issues.

Among the issues, manpower integration is also crucial in the industrialization and modernization cause. Specific policies are, thus, required to take full advantages of not only domestic skilled laborers but those who return from other countries.

Preferential policies for each region

The socio-economic development strategy for 2011-2020 period issues three breakthroughs, including a breakthrough in institution from the local reality. Which legal environment is suitable to create a healthy competitiveness for all economic sectors?

A comprehensive legal environment will ensure the healthy competitiveness for all economic sectors. In reality, not all newly promulgated normative acts are synchronously implemented with previous ones. I think it’s important to perfect the institution and legal system.

I also hope that the legal system will better serve the development of economic sectors after the legal system is improved in the coming time.

I wonder if you faced any difficulties in applying normative acts when you worked as Chairman of Binh Dinh provincial People’s Committee.

The policies have basically created favourable conditions in fields of land and investment attraction. However, the policies are not synchronous, I think.

It’s necessary to have stronger policies in investment attraction, particularly in the central region. The investment attraction policies should be concretized in accordance with each region. Vietnam, for example, set the target of basically becoming a modernity-oriented industrialized nation by 2020; thus, disadvantaged provinces must be offered preferential policies to develop industry.

Are there any problems emerged if different regions have different policies?

Three regions must meet all criteria if we want Vietnam to basically become a modernity-oriented industrialized nation by 2020. In fact, the central region still faces many difficulties, particularly in the field of infrastructure. I hope there will be specific policies and mechanism for each region when the 11th National Party Congress’s resolution is implemented. This will help all regions equally develop.
