Binh Dinh province has been actively implement programme of the e-office application with iDesk software among its offices, agencies and people’s committee at all levels.

The programme of the e-office application has been carried out in Binh Dinh since 2005 and Binh Dinh Department of Science and Technology is the pioneer of the application. Followers include Binh Dinh Department of Information and Communications, People’s Council Office, Quy Nhon city People’s Committee, Binh Dinh Department of Planning and Investment, People’s Committee offices of districts of Hoai Nhon, An Nhon and Vinh Thanh, Binh Dinh Department of Finance. Binh Dinh Department of Internal Affairs is expected to apply the e-office in 2011.

Most of the above administrations and agencies in the province prefer iDesk to other available softwares for network management because this open source software satisfies technical standards.

iDesk also has customized utilities which can be adapted to specific management requirements of each administration.

The Department of Information and Communications take charges of implementing the programme. It has organized a lot of training courses on iDesk using for other administrations and agencies.

The e-office application with iDesk helps to reform administrative procedures, save costs for administration management and labours, enhance the speed of document processing and systematically keep them as archives, preliminary results show.

Yet, the application in Binh Dinh is still slow. The People’s Committee offices haven’t fully exploited the software’s utilities because of outdated computers and limited budget for the IT development; moreover, the success of the e-office application depends much on enthusiasm and commitment of the agencies.
