Making all-out effort for new rural program

Binh Dinh has been implemented many measures to effectively carry out the national target program on new rural development. Director of Binh Dinh Department of Agriculture and Rural Development Phan Trong Ho talks more about the issue.

Could you reveal the content of the program?

The new rural development program focuses on the following issues: planning for land use, socio-economic infrastructure, and residential areas; the infrastructure for traffic, irrigation work, power, schools, culture, market, and houses; income, poor households, labor mechanism; education, health, culture, and environment; security, public order in new rural areas.

Is it difficult to implement the above-mentioned issues?

Many criteria require all-out effort from functional bodies and local authorities in building new rural areas. It is quite difficult to meet such criteria as the reduction of poor household rate, the rate of working-age laborers, and 100 percent concreted road.

How about the progress of the program in Binh Dinh?

The detailed planning for communes benefiting from the program has been carried out. At present, 129 communes are implementing the planning of new rural area construction.

Also, four communes of Binh Nghi, Nhon Loc, An Thanh, and Hoai Huong were selected to become new rural models. 23 communes were chosen to join the program by 2015.

Many localities are concerned of the financial issue to meet the criteria. Could you talk more about this?

Local people are always mobilized to contribute to the program. Alongside this, the Central and provincial bodies have also funded the participating communes.

Other relevant bodies, organizations, and the mass media have partly supported the communes to build new rural models.

Under the program, which activities will be carried out in the coming time?

Binh Dinh will continue promoting the propaganda, encouraging people to join the program. In addition, functional bodies will implement overall and detailed planning and organize some training courses.

The local authorities will boost the structure transfer in agriculture, spread typical models, and focus on other issues.

Agricultural cooperatives and traditional craft villages will be also given concern. About 20 percent of communes (27 communes) in Binh Dinh are expected to meet the criteria of new rural program by 2015 and the figure will be 65 communes by 2020.
