Binh Dinh Literature and Art Development Policy: positive effects

BinhDinhProvince People’s Committee on September 6, 1999 promulgated the Decision No 120 on the Binh Dinh literature and art development policy. After becoming effective for 8 years, the policy has had positive influence on the development of literature and art in Binh Dinh.

* Encourage artists and writers to compose

Before the policy was put into practice, the support for Binh Dinh’s artists and writers in composing relies on the fund of Binh Dinh Literature and Art Association. To encourage them to compose more valuable works, Binh Dinh province People’s Committee on 1999 promulgated the Decision No 120 regulating the particular support for the publication and popularization of works composed by Binh Dinh artists and writers.

Basing on the Decision, Binh Dinh Literature and Art Association set up a council to approve the expenditure for works whose themes are about ethnic minorities, resistance war and children and they are also classified into three levels: A, B, and consolation. In addition, the authors who are ethnic minorities, female, poor people, and young talents also receive the support.

After 8 years of conducting the policy, many artists and writers have been supported with various forms, such as: taking part in composing camps and fact-finding visits, and publishing works.

The amount of money for the aid under the policy was nearly VND2.5 mln for the first quarter of 2007. “Binh Dinh Literature and Art Development Policy is a great concern for Binh Dinh’s artists and writers because there is no province in Vietnam where such a policy is applied. It really encourages them to compose and partly contribute to popularize works,” said Mr. Nguyen Thanh Mung, Chairman of Binh Dinh Literature and Art Association.

* Need adjustments

Because the policy was promulgated for a long time, some regulations are no longer suitable to the current development of literature and art in Binh Dinh. The additional Decision No 87, for example, said that in the field of music, only songbooks are aided, but, in reality, composers often use tapes or discs to record their songs. Therefore, many composers haven’t been supported eventhough they have valuable works.

However, according to Mr. Nguyen Thanh Mung, the approval for supporting works is flexible. “Works which don’t belong to the supporting list are still be supported if they are valuable. For instance, a book with the theme of Chinese literature is still able to receive the aid for it serves for Binh Dinh’s Tuong (classical drama),” added Mung.

In the coming time the amount of money aided also need to be adjusted. Besides, to have more valuable works, they should be ordered in advance instead of supporting after they are already composed. With such adjustments, the policy can become more effective.
