Party Central Committee's plenary meeting closes

The 4th plenary meeting of the 10th Party Central Committee closed in Hanoi on January 24.

The participants focused their discussions on a number of major policies on international economic integration, the Party CC's communique said, adding that Vietnam's WTO admission opens up great advantages and opportunities for national development, and also big challenges.

Regarding international integration, the Party aims to firmly protect national independence, sovereignty, territorial integrity and pursue socialism-oriented development; integration for the nation's and people's sake; and obtain the targets of a rich people, a strong country and an equitable, democratic and civilised society.

For successful international integration, ideological work should be promoted to raise awareness of all Party members and the entire people, obtaining a high social consensus.

At the same time, amendment and improvement of the legal system and economic mechanisms must be urgently made in order to early form a system of factors of a market economy, promoting and effectively utilising all resources, accelerating administrative reform, increase of the competitive edge of the economy, its businesses and products, strengthening and caring about agricultural and rural development, and effectively settling social problems.

On the other hand, the Party CC put stress on environmental protection and improvement, preservation and development of national cultural identities, national defence and security as well as on the Party's increased leadership, the State management, and the improvement of democratic institutions and promotion of the people's role.

The meeting issued a resolution on a number of major policies for rapid and stable national economic development when Vietnam joins the WTO.

The Party Central Committee gave opinions to the Vietnam Strategy on the Sea until 2020. The strategy stressed that the country should strive to become a nation strong in sea-related values, rich due to sea-born economy, firmly protecting sovereignty, national sovereignty on waters, thus contributing to maintaining national security and development; closely combining socio-economic development with national defence, security and environmental protection.

New policies need to be issued to tap all resources to develop sea-born economy. Large economic centres should be built in coastal regions in connection with sea-based economic activities, making them important momentum for national development.

The sea-born economy was set by 2020 to represent 53-55% of the country's GDP and 55-60% of the national export turnover, properly resolving social matters and markedly improving the living conditions of people in coastal areas.

To successfully implement the strategy on the sea, it is necessary to increase the entire Party's and people's awareness of the position, role and benefit of the sea for the cause of national construction and defence and establish a legal foundation to ensure sovereignty and marine security.

Marine science-technology should be improved and master plans on socio-economic development should be carried out in an efficient way in addition to ensuring security and defence in the sea areas and coastal regions, creating a uniform legal foundation on the sea and introducing a system of policies to encourage investment in the areas relating to the sea and coastal regions.

Additionally, it is necessary to build effective state management agencies in charge of all sea-related issues, boost international cooperation activities in the marine area, develop human resources and some economic groups in the area of sea born economy.

The Party CC issued a Resolution on Strategy on the Sea up to 2020.

The Party CC discussed and made decisions on the reform and consolidation of the Party and the State agencies' machineries.

The reform and consolidation are required to be conducted in line with the country's political system, led by a single party, with the socialist-oriented market economy, which is in the process of integration into the world economy, and with the building of a socialist law-governed state.

They are also expected to help eliminate bureaucracy, reduce overlapping functions and duties, and increase the quality of public employees.

Accordingly, the current commissions under the Party CC will be reorganised into six ones and the Party committees of the centrally-run agencies will be rearranged into two sectorial party organisations.

The National Assembly committees and agencies will be reorganised to attain more regular, efficient and professional operations.

The Government and local administration apparatuses will be reformed to ensure that they operate in a scientific, effective and efficient manner.

Specific plans on the Government apparatus (tenure XII) will be discussed at the Party CC's 5th plenary meeting.

The organs of the Supreme People's Procuracy and the Supreme People's Court at all levels will be strengthened in a uniform, continuous and efficient direction.

The apparatuses of the Fatherland Front and other socio-political organisations will be consolidated so as to increase the efficiency of their operation and the quality of cadres.

The meeting reached an unanimous agreement on transferring businesses under Party agencies, armed forces, the Fatherland Front and mass organisations to state agencies for management as of 2007.
