The Vietnamese chief law maker highlighted the need to meticulously build a democratic legal system with higher adaptability capacities allowing laws to take effect as soon as they are adopted.
Though the legal system in Viet Nam has been improved considerably, it still lack ability to acclimatize to changes in its surrounding environment, National Assembly Chairman Nguyen Phu Trong said at the NA Standing Committee's Conference for launching a law-building strategy on building laws in Ha Noi on Feb. 5.
At the conference, Minister of Justice Uong Chu Luu presented the participants with a draft plan to implement the Party Political Bureau's resolution 48-NQ/TW concerning a strategy to complete the country's legal structure by 2010 and through 2020.
This year, the National Assembly will focus on revising the 1992 Constitution and refining the entire legal system in order to adapt it with the new requirements for national development.
The 2007 plan is part of the general national vision to develop a solid, transparent and functional legal system minimising the promulgation of decrees and ordinances by 2012.
