National Assembly convenes

The 8th session of the 12th National Assembly (NA) is to open in the capital city today.

The opening ceremony will be broadcast live over Radio the Voice of Viet Nam and Viet Nam Television.

High on the agenda on the first day of the meeting will be a report reviewing the implementation of the 2010 socio-economic plan and previewing the 2011 plan presented by Prime Minister Nguyen Tan Dung.

Following the government report, deputies will listen to an appraisal prepared by the NA Economics Committee.

Participants will also listen to a report presented by President of the Viet Nam Fatherland Front Central Committee, Huynh Dam, on the reflection of voters' opinions and petitions on the NA performance; Minister of Finance Vu Van Ninh's report on the implementation of the 2010 estimated State Budget and plan for 2011 as well as budget allocation; and an appraisal by the NA Committee for Budget and Finance.

Minister Ninh will present proposed changes to the existing Securities Law and another appraisal by the NA Economic Committee.

Nguyen Sy Dung, Vice-Chairman of the NA Office said the NA would consider and approve nine laws and one resolution adopted by the NA, as well as comment on nine bills.

Among the nine laws to be passed at the meeting will be the Law on Environmental Fees; the Law on Administrative Litigation; the Law on Public Employees; the Law on Consumer Rights; and the Law on Minerals (revised).

In addition, during the meeting, the deputies will be asked to give their comments on nine draft laws, including the Law on Denunciations; the Law on Independent Audit; the Law on Combating Human Trafficking; the Law on Co-operatives and the Capital Law.

Over the next 32 working days, the National Assembly will spend a considerable amount of time discussing draft documents to be presented at the upcoming National Party Congress which is slated for early next year.

According to Tran Dinh Dan, Chairman of the NA Office, at the last session of the 12th National Assembly, slated for March 2011, the performance of the NA's five-year tenure will be reviewed.

Dan said the election is scheduled to take place in mid 2011.

The 8th session of the National Assembly will close on November 27.
