Vietnamese traditional craft villages are among the new 5 beneficiaries of the policy on environmental damage recovery |
In addition to the 5 current public beneficiaries of the supporting policy on the environmental damage recovery, 5 more beneficiaries are going to enjoy it.
The 5 existing beneficiaries include plant protection chemical and agent storehouses, hospitals; dumping grounds; toxic chemical affected areas left by the US army in the war; and urban sewage works.
The 5 extra beneficiaries expected to be put on the list are comprised of solid waste treatment plants; detention and re-education camps; social welfare and rehabilitation centres; military training camps; military logistic facilities.
This is the principal content of the draft Decision on modification and supplementation of Decision No. 58/2008/ QĐ-TTg issued by the Prime Minister on April 29, 2008.
The Decision proposes targeted finance support scheme on basis of state budget to radically deal with environmental issues, repairing environmental damages and alleviating environmental degradation. Accordingly, certain beneficiaries in the public sector are going to be assisted. The draft is proposed by Ministry of Natural Resources and Environment and is now under open domestic and foreign consultations.
The supplementation of the 5 new beneficiaries aims to ensure radical suppression of severe environmental pollution caused by newly-built organizations and facilities in the public sector. In fact, it’s extremely necessary to put on list these beneficiaries of the finance support policy.
Criteria required to the beneficiaries:
Any project on absolute radication of environmental pollution drawn out by the beneficiaries will be put under consideration of finance assistance if it meets 3 following criteria:
1. Having already been approved by authorities in conformity with existing laws, and already put on annual budget spending plan.
2. Not yet having funds mobilised or in lack of financial resources.
3. The project must be on following subjects: demolition of the out-of-date or prohibited plant protection chemicals and agents, demolition of the plant protection chemical and agent packages and bottles; contaminated soil restoration; eradication of toxic chemicals used by the US Army in the past war; establishment and upgradation of sewage and solid waste treatment systems in hospitals; reduction and control of the dumping ground pollution, close of the dumping grounds and restoration their environment, improvement and upgradation of the dumping grounds; urban sewage treatment; solid waste treatment; waste treatment for the traditional trade villages; waste treatment for the detention and re-education camps, for the social welfare and rehabilitation centres, for the military training camps; waste treatment for military logistic facilities (military storage, airports and ports).
