The Delivering as One (DAO) initiative has helped the initial pilot countries to meet their socio-economic development needs much more effectively, said Prime Minister Nguyen Tan Dung when opening a senior-level international conference on the UN’s DAO initiative, in Hanoi on June 16.
The conference on “Delivering as One: Lessons from Country-led Evaluations and Way Forward” brought together 260 delegates from the eight programme pilot countries, eight programme volunteer countries, seven guest countries and 22 donor countries. It was also attended by officials from the UN and several international organisations plus the diplomatic corps in Vietnam.
The Vietnamese PM said that the UN has made an immense contribution to peace, cooperation and development in the world during its 65 years, but pointed to the need for the organisation to reform itself comprehensively to carry out the articles laid down in its Charter more efficiently to deal with the new circumstances in the twenty-first century.
He underlined that all UN member countries want the organisation to review its agencies’ operations along with reinforcing the role played by the General Assembly as well as reforming the Security Council so it is more able to support nations in their socio-economic development goals as well as achieving their millennium development goals (MDGs).
Subsequently, Vietnam along with seven other nations have volunteered to implement the UN’s DAO initiative on a trial basis to help them meet their socio-economic development needs, said PM Dung.
He went on to say that this conference offered a platform for the UN, its donors and the programme pilot countries to review what they have done, learn from their experiences and identify the way forward for the DAO initiative in the future.
The PM stated that the conference has seen a strong commitment from Vietnam and the other pilot countries taking part in the DAO initiative as well as the UN and its donors to expand this important initiative to other countries.
He praised the cooperation and assistance the international community has given to Vietnam and said that Vietnam appreciates every penny the international community supplies in aid and will spare no effort to use this assistance to ensure the country’s fast and sustainable development.
Vietnam is currently trying out the Delivering as One model and its government has worked closely with the UN’s agencies to come up with strategic programmes to reach its a long-term goals, said the PM.
He stressed that the DAO initiative shows that Vietnam and other DAO pilot countries’ are contributing to the UN reforms and the UN General Assembly resolutions on strengthening unity within the organisation.
To continue with the DAO initiative in Vietnam and other countries, PM Dung suggested that the pilot countries should continue to take the lead in spreading the initiative to other countries.
He underlined the need to review experiences gained by the DAO pilot countries after three years of operations and share them with other countries to enable the model to be used elsewhere.
“Reform is a long and challenging process, requiring commitments and effort from every nations and the UN as well,” said the PM Dung, adding that the success of the reform will bring important outcomes and help every country to implement its development goals and raise standards of living.
He said he believed that with strong commitments from all parties concerned, the DAO initiative will reap the outcomes it was intended for.
UN Deputy Secretary-General Asha-Rose Migiro said “Organising a large senior-level conference of this kind, particularly in a year full of hosting meetings, shows the high priority the Vietnamese Government places on the success of the Delivering as One initiative.”
She said that she hoped debates by the participating delegates will help to improve the initiative in the programme pilot countries as well as other volunteer countries.
