Yesterday (17th January 2007) saw a closing ceremony organized by Binh Dinh Province People’s Committee to review the first phase (1999-2005) of the 135 National Programme and evaluate the first two implementation years of the 134 National Programme. The two programmes were born under Vietnamese Government’s initiative to invest in infrastructure, housing, cultivated land, water supply system in extremely poor areas and highland localities where ethnic minorities have been living.
The central government has financed VND 121 billion from its budget to upgrade infrastructure at extremely poor communes in BinhDinhProvince within frame of the 135 Programme during the last 7 years. 237 works of transportatioin, irrigation, water supply, electricity supply, schools, etc. were built and put into operation. Face of the provincial countryside, highland and remote areas has been beautified. Ethnic minorities in BinhDinhProvince are now able to take full advantage of favourable opportunities to strengthen their income generation activities and get rid of poverty. Out of 28 extremely poor communes, 10 successfully fullfil the programme’s targets. In addition, both the central and local government have spent nearly VND 16 billion from their budgets to cover activities of 134 Programme such as assistance for local beneficiaries in their housing building, wild land reclaimation, establishment of water supply system, etc.
In the second phase (2006-2010) of the 135 Programme, 17 communes in BinhDinhProvince will be granted aid from the Central Government with the same target: quick poverty alleviation and hunger eradication for the local people in the extremely poor areas. The capital will be invested in indispensable infrastructure upgrading, production improvement, economic structural shift, service development, etc.
