On June 11, 2010, Chairman of Binh Dinh Province People’s Committee issued Direction No.117/CT-CTUBND on realizing regulations on granting licenses for water resource exploration, exploitation and usage, for wastewater release into the water sources.
Accordingly, all organizations and individuals operating activities of water resource exploration, exploitation and usage, or wastewater release into the water sources must register for required licenses in case they haven’t submitted request for the permission. This regulation is applied for unexceptional applicants. The license grant should finish before second quarter of 2011.
Binh Dinh Department of Natural Resources and Environment presides over collaboration with other relevant agencies and bodies, with chairpersons of district and city People’s Committees to facilitate the procedures of license application, following up the implementation of the license grant; filling illy-used and exploited wells; organizing communication campaigns to disseminate knowledge of law on water resources, etc. Time duration of the implementation is within third quarter of 2010.
Binh Dinh Department of Natural Resources and Environment plays role of receiving, appraising proposals on water resource exploration, exploitation and usage, for wastewater release into the water sources before submitting to the Provincial People’s Committee for the license grant, extension, changes, suspension or revocation to the organizations and individuals in the province in pursuant to law on water resources.
Binh Dinh Economic Zone Management Board, Binh Dinh Department of Agriculture and Rural Development, other relevant agencies and bodies play roles of monitoring, inspecting, supervising and speeding up their subordinate organizations that have been operating activities of water resource exploration, exploitation and usage, the wastewater release into the water sources to seriously obey law on water resources. Those IZs, IPs that have already accessed available water supply system for sake of their business or manufacture activities are prohibited in exploiting underground water for their business or manufacture.
The Provincial People’s Committee also ordered its subordinate People’s Committees at districts and city to organize educational communications to the organizations, household businesses and individuals in the localities under their administrative management; keep regular supervision and punishment according to their authorities; maintain constant supervision over the water resource exploration, exploitation and usage, the wastewater release into the water sources of the organizations and individuals in the localities under their administrative management; keep regular supervision and punishment according to the law on water resources; encourage people in residential areas that have available access to the water supply system to use this source of water for their living instead of the underground water.
