Binh Dinh People’s Committee has just issued Document No. 3488/UBND-VX on carrying out 2011 surveys on households under or near poverty line. Binh Dinh Department of Labour, Invalids and Social Affairs (DoLISA) will draw up plan of preparing the surveys, performing them as required progress rate. People’s Committees at municipal and district levels are assigned tasks of working out plan for the surveys as in Decision No. 09/2011/QĐ-TTg dated on January 30, 2011 by Prime Minister and as in proposed plan of the DoLISA. They are also expected to directly carry out the surveys, drawing up lists of households under or near poverty line and submitting the results to the provincial government as in regulations. The municipal and district governments are allowed to set aside part of their local budgets for the surveys.
The provincial government will allocate funds from project on capacity enhancement of poverty alleviation within framework of 2011 National Target Programme on Poverty Alleviation, and from the provincial Fund for Hunger Eradication and Poverty Alleviation to cover costs of printing training materials and questionnaires, of trainings on techniques of survey implementation/
