Poverty is a big challenge in our time. The poverty-alleviation is, therefore, one of global urgent issues. Vietnam is a poor country owing to disasters, wars, and management. The rate of poor households in Vietnam now accounts for 18.1%. Binh Dinh province had 65,410 poor households in 2006, accounting for 19.66%.
The Presidium of the Central Committee of the Vietnamese Fatherland Front on October 17, 2000 launched the "Day for the poor" campaign nationwide and this day is annually considered as the day for the poor in Vietnam.
This is a big campaign, upholding the national traditions of solidarity and mutual affection, achieving the socialist goals set by the Party and State.
Responding to the appeal of the Presidium of the Central Committee of the Vietnamese Fatherland Front and carrying out the policies of provincial Committee of the Party, People's Council, and People's Committee, Binh Dinh's Fatherland Front Committee called on the support of all individuals and organizations to build houses for the poor.
As a result, VND53,792 million was mobilized to rebuild houses for 12,060 poor and ethnic minority households from 2001-06. By now, however, in the whole province, there are still 4,755 makeshift houses, including 1,045 ethnic minority households, accounting for 7.27% over the total number of poor households.
To completely replace makeshift houses before 2010, Binh Dinh Province People's Committee on May 30, 2007 promulgated the Decision No 315/QĐ-UBND on building houses for the poor in the 2007-2008 period. Under the Decision, the total expenditure of VND26,910 million will be used to rebuild makeshift houses for 4,755 poor households, including VND5 million for a Kinh household and VND8 million for an ethnic one within 2 years.
By now, localities and the board of fund for the poor in Binh Dinh are mobilizing individuals, organizations, and enterprises to actively support the fund to build houses for the poor.
Under the plan, 100% of ethnic households and 52% of Kinh people will be aided to replace makeshift houses by late 2007.
