Currently, the number of people using Internet is increasing in rural areas. The Internet development in rural areas is, therefore, necessary.

Statistics show most students in rural and mountainous areas in Binh Dinh know how to use Internet at commune cultural post offices (POs). Internet is also used for finding the information of agricultural issues.

There are now 94 commune cultural POs connected to the Internet in Binh Dinh, except for newly established communes or remote and mountainous areas. Depending on various demands, each cultural PO is equipped with several Internet-connected computers. In An Lao District, for example, there are only several computers at each cultural PO; meanwhile, cultural POs in Communes of Nhon Hau or Nhon Hung (An Nhon District) have 10-16 computers each.

"Economically, Internet services in commune cultural POs aren't effective, but, socially, they partly contribute to improve local's knowledge even though only those who want to seek markets or make something new for their production use Internet services," said Vice Director of Binh Dinh Post and Telecommunications Company, Nguyen Van Kieu.

To meet the social-economic development and industrialization and modernization in rural areas, it’s essential to popularize the information and technology here. Commune cultural POs have the advantage of public places, which is convenient for developing the Internet services.

Commune cultural POs will be equipped with at least five internet-connected computers and all cultural POs will be linked to the internet by 2010, according to plan of Binh Dinh Post and Telecommunications Co..

We would train more IT experts for POs in Districts and Communes. They would be responsible for Internet services at cultural POs, added Kieu.

Bringing the Internet to rural areas via commune cultural POs initially has the social effectiveness, helping rural people improve their knowledge. The most difficulty of bringing the Internet to rural areas is, however, the transmission. If the indirect connection is the only way, the Internet won't be linked to remote and mountainous areas. Binh Dinh has 94 commune cultural POs connected with Internet, of which only 31 use ADSL, the rest indirectly accessing the Internet.
