Recently, the control of weapons and explosives in military forces, State-owned bodies, and businesses in Binh Dinh has been tightened up under the Government’s Decree 47/CP. However, the illegal trading and accidents caused by weapons and explosives have frequently happened.
* A land of bombs at war
Binh Dinh province is a land that had to suffer many consequences caused by the war. After the war, many bombs and mines have been left on the surface or under the ground, which often results in severe accidents. Alongside this, the loss, illegal keeping, use, and trading of weapons and explosives are still daily occurrences.
It’s now difficult to conduct the collection of weapons and explosives in Binh Dinh because there is a great number of weapons and explosives that needs to be collected. In tens years (from 1996 to 2006) of conducting the Decree 47/CP, 2,733 military rifles were handed over, and engineers of the military region five cooperated with the police and local military forces to safety treat nearly 200 tons of bomb, mines, and over 197 tons of dynamite. Before that, 836,000 bombs and mines of all kinds had been defused on an area of 65.8 hectares.
* Many infringements in using weapons and explosives
There are a lot of complexities surrounding the illegal purchase and storage of explosives. The investigation police office under Binh Dinh public security department has investigated many cases, collecting many kinds of guns, artificial mines, and warhead.
In an campaign of collecting weapons and explosives launched in Binh Dinh, 315 guns were collected in Vinh Thanh district and 297 military rifles were handed over in Hoai An district; however, many people still store weapons and explosives for illegal uses.
In the past ten years, hundreds of accidents were caused by the explosion of bombs and mines, bringing about the death and wounds for scores of people in Binh Dinh. The main reason is that many people lacked the knowledge of weapons and dynamite, so they sawed bombs and mines to take explosives.
* Strict punishment for offenders
At the meeting for the 10-year-summation of conducting the Decree 47/CP, Standing Vice-Chairman of Binh Dinh province People’s Committee, Nguyen Van Thien, highly appreciated the control of weapons and explosives. He also asked functional bodies to continue strengthening the control of weapons and explosives, organizing a campaign to popularize the State regulations on the control of weapons and explosives in public offices, organizations and among the population. Every citizen has the duty to keep watch on and denounce cases of stealing, illegal trading, producing, transporting, keeping and using weapons and explosives. All violations must be promptly and duly punished in accordance with law.
