The 13th session of the 10th Provincial People’s Council opened on December 10 in Quy Nhon City. Over 15 reports on the 2008’s results and key tasks and solutions in 2009 were presented.
Chairman of provincial People’s Committee Nguyen Van Thien reported that Binh Dinh has focused on strengthening the agricultural production since early this year.
The agricultural production value went up to 6.3%, forestry 1.5%, aquiculture 12.3%. The industrial production was estimated to reach VND5,587 billion, a surge of 18.1% over 2007, including the State-owned sector 18.6%, private sector 18.8%, and foreign-invested enterprises 9.3%.
The growth of the industrial production value was not as high as expected, according to the reports. The 2008’s export turnover was estimated to record at U$370 million, a rise of 16.7% over 2007. The tourism, transportation as well as banking, insurance, and telecommunication services have developed. Social and cultural activities got advancement. The national defense, political security, and public order were kept stable.
Reports also showed six shortcomings. Noteworthy was the low growth of industrial production value. Many investment projects have been implemented slowly.
The infrastructure investment and tourism promotion didn’t meet the demand for development. In the education sector, health sector, and administrative reform still existed some drawbacks. The number of criminal violence has increased, particularly the public disorder offences.
The reasons for the shortcomings, according to the reports, were that the responsibility and capacity of some bodies and leaders weren’t high, to some extent. There existed the close relationship among bodies and localities.
