The national target program for poverty reduction and program 135 phase 2 for the 2006-2007 period reaped encouraging results in Binh Dinh in the past two years.
During the past two years (2006-2007), provincial bodies and agencies carried out the national target program for poverty reduction. Localities effectively used budgets and supporting policies, helping nearly 29,600 poor households overcome difficulties.
Many poor households in Binh Dinh took out a loan from Vietnam Bank for Social Policies in the past two years. Thanks to the program 135, the infrastructure in disadvantaged villages was upgraded.
The cooperation for the poverty-alleviation and health insurance policies were promoted with the total capital of over VND30 billion. Alongside these, many poor students didn’t have to pay for their school fees and poor households were aided to rebuild their houses.
The socio-economic program for disadvantaged communes, ethnic minorities and mountainous areas (also known as program 135 phase II) invested over VND93.7 billion in the project. The living standard of people in mountainous areas and disadvantaged communes has been improved.
However, the rate of poor household is still high. In some localities, many poor people aren’t independent and lack the awareness.
The price of consumer goods is increasing; meanwhile, diseases and disasters have frequently happened, causing damage for the production in poor areas.
To effectively carry out the program for poverty reduction in the 2006-2010 period, Binh Dinh has continued to conduct policies and solutions. Programs need to be combined to increase the investment, let alone priorities on education, health, and socio welfare.
Besides, training courses should be held for those who work for the poverty reduction programs, helping improve the management and procedure for identifying poor households.
Reaping fast results in the poverty reduction is necessary, but Binh Dinh needs to focus on the sustainable poverty reduction by creating jobs for poor households, said Deputy Minister of Science and Technology Nguyen Bich Dat.
The program should invest in projects to create a major breakthrough, such as the vocational training for the poor or instructions on doing business, he added.
Policies on poverty reduction not only ensure the sustainability but create a driving force for the development. Localities need, therefore, pay attention to popularize poverty-alleviation models, effectively conducting solutions for the poverty reduction program.
