Heavy rain has caused serious damage in Binh Dinh’s southern localities during two days, Nov. 2-3. Many areas have still been flooded until late yesterday.
Heavy rain, fierce floods, serious damage
Heavy rains in combination with strong winds have hit most areas in the central province of Binh Dinh on Nov. 2-3, causing the most serious flood which has never happened in Binh Dinh for over 40 years in the past. Residential areas along the Ha Thanh River have had to suffer many difficulties in the past few days.
From 1a.m of Nov.2 to 7 a.m of Nov.3, the rainfall was really high with 801 mm in Van Canh, 371 mm in Quy Nhon, and 313 mm in Vinh Son. Many areas in the east of An Nhon district, Tuy Phuoc district, and Quy Nhon city were absolutely isolated.
The flood also destroyed the traffic system, making most vehicles jam the road from Dieu Tri town to Ba Gi Bridge.
Nearly 1,000 houses in wards of Nhon Phu and Nhon Binh have been completely flooded for the water rose quickly within few hours.
The water overflowed the dykes in wards of Nhon Binh and Nhon Phu, flooding an area of Quang Trung ward. The Hung Vuong street and national highway No.1D were also flooded, separating flood-hit localities from other areas.
Most people in two wards had to move to higher places, leaving their home facilities behind. The rails in Nhon Phu ward became shelter for many people.
“My house was suddenly flooded at 2 a.m,” Tran Vinh Phuc, a resident in Nhon Phu ward, said. “My family ran to the rails without taking anything.”
Phuc’s neighbor, Le Kim Quyet, also lost everything in his house except two dogs when his house was flooded on Nov.3.
Thousands of houses have been flooded until Nov.3, according to preliminary statistics released by the city’s People’s Committee.
Many households in the city’s ward, particularly in Nhon Binh and Nhon Phu, have been still isolated, requiring emergency aid.
The typhoon Mirinae and serious flood have caused great damage, including two missing, two injured, many houses damaged, and many boats destroyed.
In An Nhon district, the flood also overflowed many roads and the locals had to use coracle to travel. Nearly 200 households had to be flooded out. The reports said that hundreds of houses and classrooms were destroyed, let alone the traffic system in bad condition.
In Tay Son district, many areas were flooded in Nov.2. These areas couldn’t avoid the consequences of the floods. The local authorities had to use motor-boats to offer relief aid to flood victims.
Emergency aid
The province’s steering board for flood and storm prevention and rescue asked provincial bodies and local authorities to mobilize all available forces to help flood victims move to safer places.
The leaders of all levels on Nov.3 mobilized all forces and different kinds of means of transport to rescue flood victims and provide relief aid in Nhon Phu and Nhon Binh.
The rescue forces have made all-out efforts to help the victims despite possible danger caused by the floods.
“This is our responsibility,” said Doan Van Trung, a member of the rescue force. “We had to do anything to save the flood victims.” Scores of young people in the localities also joined to help the victims move to safe places.
At present, all have been focusing on saving the people’s life and offering relief aid to these people. All victims will be moved to makeshift shelters. Only the rescue will be completed could we focus on measures to overcome the typhoon aftermath, accordingly to a city’s official.
Soldiers have come to Dieu Tri town to rescue those who are living in far and remote areas in districts of Tuy Phuoc and Van Canh. “60 soldiers used a motor-boat and four boats to evacuate people from flood-hit area,” said a military official.
50 soldiers also used boats to help the locals in the residential area located behind Dieu Tri junior high school. A mother-to-be and two ill elderly people were save first when the soldiers came here.
The rescue took place more urgently when the water level was becoming higher and higher. Soldiers not only participated in the rescue but helped the district’s forces repair broken dykes.
In An Nhon, the district People’s Committee assigned hundreds of soldiers and policemen to help households in isolated areas in Binh Dinh town, Nhon Phuc commune, and Nhon Hoa commune.
The district’s leaders directly steered functional bodies to help people overcome difficulties. The local budget was also used to help the flood victims. In addition, 100 tons of rice, packages of noodles and other necessities were provided for households suffering serious damage.
The rescue has still been carried out in the whole province, aiming to save all victims and help them overcome the consequences caused by the floods.
