Underprivileged children given top priority

In 2009, the province’s Department of Labour, War Invalids, and Social Affairs has focused on taking care of underprivileged children. Many of them were offered free surgery and the orphans were looked after by social centers.

The Department of Labour, War Invalids, and Social Affairs coordinated with provincial bodies to carry out policies on protecting and taking care of children, particularly disadvantaged ones.

569 children have got the social allowance of over VND1 billion taken from the State budget since early this year, including 49 raised at the province’s Social Sponsoring Center and 520 offered the annual allowance at the community.

These children were granted health insurance cards as well as educational facilities. They also didn’t have to pay the school fee.

About 1,491 disabled children went to school, consisting of 106 deaf-and-dumb ones attending special classes and 200 going to charitable classes. In addition, 169 orphans were looked after by Youth Union affiliates, let alone hundreds of disadvantaged children adopted.

The Social Sponsoring Centers also opened many vocational training classes, aiming to help them integrate into the society when they grow up.

The Department’s Children Sponsoring Fund has cooperated with SAP-VN and Quy Nhon Orthopedics and Rehabilitation Center to provide orthopedic surgery for 619 disabled children as well as orthopedic tools and wheelchairs for the others since 2000.

The Fund and relevant bodies have also offered surgery to 43 children and aided 43 with orthopedic equipment in the first nine month this year.

The Fund has coordinated with many organizations and hospital, such as East Meets West Foundation, Vina Capital, and Cho Ray Hospital to offer surgery for 39 inborn cardiac children since early this year.

The province’s Department of Labour, War Invalids, and Social Affairs coordinated with Phu Cat district People’s Committee to implement the project of assisting disabled people and AO/dioxin victims funded by Vietnam Assistance for the Handicapped in 9 communes and Ngo May town.

Under the project, a training course for officials representing 10 communes and town was held. After finishing the course, they carried out surveys in the communes and town, finding out 2,563 disabled people.

 Basing on the results, the Department and Quy Nhon Orthopedics and Rehabilitation Center provided medical tests for 819 disabled people, of which 137 will require orthopedic surgery, 161 will be offered orthopedic equipment, and 300 will be helped for the rehabilitation.

Also, under the project, a rehabilitation center was newly built in Cat Tan commune and another center in Cat Hung commune was upgraded, aiming to conduct the “community-based rehabilitation for disabled children” component.
