The combination between the program 135 – phase two and national target programs has brought some changes to mountainous areas in the central province of Binh Dinh.

The delegation led by Vice Chairman of the NA's Council of Ethnic Minorities Giang A Chu went on an inspection tour about the implementation of the re-designed 'Program for Socio-Economic Development in Communes Facing Extreme Hardship in Ethnic Minority and Mountainous Areas (2006-2010)', known more familiarly in Vietnam as 'Program 135, Phase two' in Binh Dinh.
Mountainous areas where the program has been carried out have been facing many difficulties with 64.3 percent of poor households.
The program 135 proved the right orientation of the Party and State, helping local people in disadvantaged areas reduce poverty, according to the evaluation of the delegation.
The component of the program met the localities’ demands for production, infrastructure construction, official training, and the improvement of people’s living standard.
The program created favorable conditions for the local authorities of all levels to effectively use the source of capital in helping poor households.
With the total support from the whole community, the program has brought many benefits to people, assisting poor households in acquiring new information about production, material, and market.
Thanks to the program, the traffic system in mountainous areas was completely upgraded. Also, many new schools, medical stations, and the water supply system have been built in the areas.
The program helped raise the officials’ awareness about poverty reduction and management and enhance the capacity of the community, creating favorable conditions for them to effectively monitor activities in the localities.
Chu affirmed that the program 135 and other national target programs have contributed to change the image of mountainous areas. The local people’s living standard has been gradually improved, let alone the quality of health care program and education.
It played an important role in promoting the poverty-alleviation movement in mountainous areas; thus, the ethnic minorities’ belief in the State and Party was also enhanced, contributing to maintain the political security, public order, and national defence in mountainous areas.
