Political Bureau representatives on August 20 concluded a three-day meeting with party leaders from Binh Dinh, Dak Lak and Lam Dong provinces and Da Nang City to review their preparations for their Party congresses.
The local Party leaders presented their draft political reports, review reports for their Party committee leadership direction in the 2005-10 term, and their work plans for the 2010-15 term.
Politburo member and permanent member of the Party Central Committee's Secretariat Truong Tan Sang praised the Party committees for their efforts in drafting the reports and lists of candidates for the congress.
Sang also highly valued their efforts in implementing socio-economic development, building the Party and the political system, and assuring national security and defence.
Specifically, Binh Dinh Province reached a GDP of 10.9 per cent; Dak Lak Province 12.1 per cent; Lam Dong Province 14 per cent; and Da Nang City 14 per cent.
However, the Politburo also pointed out shortcomings, including poor facilities and local level Party committee management. This restricted drastic changes in the implementation of socio-economic targets and limited the connection among key economic zones.
Sang applauded the industrialisation process in central Binh Dinh Province, proven by the completion of an infrastructure investment project in the Nhon Hoi Economic Zone.
The province was told to re-examine existing problems in rural life such as resettlement compensation for farmers, narrowing the gap between rich and poor and social welfare.
He asked the province to focus on its advantages in seafood exports and create support policies for offshore fishermen. He also said the province should pay attention to land resources management and environmental pollution mitigation.
Dak Lak Province, with its geographic advantages and natural resources potential in the Central Highlands, must continue to promote comprehensive industrialisation and modernisation in urban and rural areas, and restructure its economic system towards industrialisation and services combined with large-scale agricultural commodity production.
He reminded the province to foster the development of Party members and train young female and ethnic minority cadres while also enhancing revolutionary vigilance.
Sang said the Central Highland province of Lam Dong needed to do a better job in economic development with major economic centres such as HCM City, and improve the quality of health care, education and culture among ethnic minorities.
The province was urged to develop traffic infrastructure, create an attractive environment for investment and focus on management planning to develop its tourism potential. It was asked to give priority to environmental protection, especially in lower sections of the Dong Nai River.
Sang applauded central Da Nang City for building a dynamic business environment and gaining many social and cultural achievements. He stressed that the city officials needed to be trained in the next five years to meet the increasing human resources demand.
The city was asked to ensure that new enterprises applied clean technology. Da Nang, like many central provinces, is a disaster-prone area, thus the safety of people in flood zones must be calculated carefully.
The city also needed to take stronger measures to train qualified and enthusiastic staff to improve administrative procedures and the quality of Party work.
Sang, on behalf of the Politburo, guided the provinces and city to complete their reports and lists of candidates to assure success at the Party congresses.
