Officials highlight their hopes for the 11th Party Congress

The 11th Party Congress

 

Tran Van Nhan, former Chairman of Binh Dinh Provincial People’s Committee:

I saw some new features and my favorite issues in the documents presented by Party General Secretary Nong Duc Manh at the Congress.

Regarding the socio-economic development strategy for 2011-2020 period, The Party chief pointed out five development viewpoints including (1) fast development combined with sustainable development; (2) synchronous renewal in accordance with economic and political circumstances; (3)  widening democracy and upholding human factor as the subject, the key resource, and the goal for development; (4) igniting production forces with scientific and technological advancements and at the same time perfecting production relations and institutions for the socialist-oriented market economy; (5) pursuing an independent and self-reliant economy in the context of deepened international integration.

Among three breakthroughs stated by the Party leader, the most important one is the manpower development, particularly highly qualified manpower. The national education also requires complete and basic renewal while education must also be considered a top national policy.

Chau Hong Tam, Chairman of Ghenh Rang Ward’s Farmers’ Association:

Being a Party member, I do believe in the Party’s leadership and the Central Committee. Regarding the work of Party building, I want the Party to maintain its purity and synergy to continue taking Viet Nam along the path of development, particularly in the campaign to follow President Ho Chi Minh's moral example.

Regarding the Party and Government's policy on rural development, in my opinion, it is imperative that we have to be able to maintain the existing agricultural land reserved for rice cultivation in localities suitable for agricultural development.

There should be reasonable support policies and mechanisms to speed up the process of urbanisation in connection with the construction of new rural areas.

We should have concrete policies to invest in agriculture, farmers and rural areas and mobilise different resources to build social housing while paying more attention to developing health and education infrastructure in rural areas as well as improving the quality of poverty reduction projects to shorten the gap in living conditions between residents in urban and rural areas.

Colonel Nguyen Trong Lu, former Chairman of Binh Dinh Veterans’ Association:

I hope the democratic regulations at grassroots level will be effectively implemented and the results of the 11th Party Congress will be widely propagated, focusing on its tasks and orientations.

Also, all officials and Party members must promote their self-awareness and listen to the people’s comments to correct their possible faults.

The most important issue of the upcoming tenure is to minimize the corruption. At present, people partly doubt the exemplary moral of some officials as many of them have been found guilty of corruption.

One of measures helping minimize the corruption is to ask officials to make financial disclosure

Nguyen Ngoc Anh, head of the representative board for Binh Dinh Elderly Association:

I hope a new Party Central Committee will comprise people of good virtue and competence, who will uphold a high sense of responsibility towards the Party and the nation.

The criticism and self-criticism are clearly seen at the 11th Party Committee. High-ranking leaders pointed out advantages and shortcomings and worked out measures to overcome the shortcomings.

All people highly appreciate this and hope that they have a sense of responsibility.

I gave special concern to elderly people-related issues reported at the Congress. The elderly people play an important role in the country’s development and they are deserved to be respected.

The mass media also focus on the Congress during these days; however, the propagation must be promoted in far and remote areas, helping ethnic minorities people know more about the event.

Pham Thi Thanh Huong, vice director of Binh Dinh Pharmaceutical and Medical Equipment Company:

The delegates are discussing many hot issues, but I still worry some matters. The country’s economy, for example, has seen fast growth but the development is not sustainable while the environment protection is not given much more attention.

I hope that the delegates will work out some practical measures to reconstruct the economy and propose policies to develop some key sectors.

The manpower training and using also requires special attention. We need specific policies for training good civil servants.

The Party and State gave priority over the corruption prevention; however, the results still fell short of expectations. The 11th Party Congress need to work out solutions to effectively prevent the corruption.
