More opportunities of community-based rehabilitation for the disabled

A training course on the approach of community-based rehabilitation for the disabled under the CBR project.

Binh Dinh is implementing the second phase of the Community-based Rehabilitation (CBR) Project financed by Italian AIFO. In this phase, the project aims to create more opportunities of the community-based rehabilitation for the disabled.

Get better life with strong wills

Hall of Tay Xuan commune People’s Committee on November 31 was more bustling than usual. More than 30 people with disabilities came there to attend a seminar “Strong will in life – Look forward future” organized by Binh Dinh Association for Protection of Disabled People and Orphan Children and Tay Son district Office of Labour, Invalids & Social Affairs. The participants all listened to story of overcoming the disability shared by Mr. Vo Dinh Minh, leader of Quy Nhơn city – based Suc Song (“Vitality”) Group of the Disabled.

Mr. Minh has made efforts to better himself from difficult circumstances of a person with 81 percentage of disability to become a boss of a mechanical enterprise which provides jobs for 10 peers. He is the very first person in Vietnam that improves a 2-wheel motorcycle to a 3-wheel motorcycle with a back-rear. “To reap such fruits, I have been ceaselessly exerting myself. For years, I have to work 16 hours/day to prove that the disabled can work like normal people” – said Minh.

The disabled participants showed their admiration to Minh and hoped that they would be offered more favourable conditions to be self-supported and rehabilitate in the communities.

Response to the disabled participants, Mr. Lam Van Lanh - head of the Tay Son Office of Labour, Invalids & Social Affairs and Mr. Phan Thanh Dung – president of the provincial Association for Protection of Disabled People and Orphan Children, instructed the disabled to access loans from the CBR project.

Under the project, 5 similar seminars were also held at schools all over 5 districts which were benefiting the programme. Such the helpful activities attracted participation of more than 500 pupils. Through the activities, the pupils understood better about life of the disabled

Actively support the disabled

The CBR project had been implemented during 2008-2011 in 6 provinces of Hai Phong, Phu Tho, Nghe An, Thua Thien Hue, Da Nang and Binh Dinh. The project had a lot of practical activities for the disabled. Finishing the first phase, the project is being implemented in Binh Dinh only in 2 years (2011-2012), at districts of Tay Son, An Nhon, Phu My, Hoai Nhon and Hoai An.

The second phase aims to help the disabled rehabilitate on basis of the community resources, say Mr. Ha Van Cat, Director of CBR Project Management Board in Binh Dinh. Volunteers of the programme are all trained and provided knowledge of 7 kinds of disabilities and how to rehabilitate persons with such the disabilities; skills of CBR planning at commune level; skills of surveys, assessment

 and classification of the disabled in the communities; practices of making rehabilitation tools with available materials, etc. The volunteers will play key role in carrying out regular activities of the community-based rehabilitation for the disabled.

In addition, the CBR project will provide non-interest loans to start small-scale businesses – the first step to help the disabled have stable jobs to support themselves and confidently rehabilitate in the communities. Each beneficiary will be allowed to borrow from 1 to 5 million VND during a period of maximum 24 months. The fund will be then available for other disabled persons. The CBR project also aims to help the disabled to assess vocational training as ways to offer them more opportunities of finding jobs. The disabled will be trained industrial sewing, hand embroidery, rattan weaving, IT and cooking.

“After the activities of rehabilitation, vocational training and loan provision, the project will look for markets for the products made by the disabled” – says Mr. Cat.
