Van Canh district’s Canh Thuan commune has seen many changes in the past two years since the commune’s leader was elected as Party Chief cum Chairman of People’s Committee.

Canh Thuan was selected to build the new model in July, 2009. Under the new model, the commune’s Party Chief will also be Chairman of People’s Committee. Each leader of the commune was assigned particular tasks. Also, a new regulation was also built.

In fact, the commune’s Party Chief cum People’s Committee Chairman has proved his role in every task, effectively improving the Party’s leadership role as well as the State management capacity.

Other leaders, including Deputy Party Chief and Vice Chairman of commune People’s Committee, also have chances to enrich their experiences when the Party Chief cum People’s Committee Chairman is absent.

The model helps promote the role the Party Chief cum People’s Committee Chairman. The relationship between officials working at commune People’s Committee and Party Committee is closely tightened, empowering the local political system.

The most obvious feature in Canh Thuan is positive changes. The solidarity and effective leadership ensure the smooth operation of the whole political system while the management capacity and the role of local Fatherland Front Committee and other organizations are also enhanced.

However, the model still sees some disadvantages. The Party Chief cum People’s Committee Chairman is always busy attending different meetings; thus, he couldn’t be present in his office. In addition, the new regulations sometimes don’t run smoothly as there aren’t any specific instructions.

Appointed as the Party Chief cum People’s Committee Chairman, he is required to have not only good management capacity but high qualification. Other leaders have to be further trained to meet new requirements.
