COMMUNE VICE CHAIRMAN SELECTION:
Young people ready to go to underprivileged areas

Binh Dinh has recruited 20 young candidates to work as Vice Chairmen at communes in three mountainous districts under the project of recruiting 600 young vice chairs for 62 poor districts in Vietnam. Director of Binh Dinh Department of Home Affairs Le Van Minh talks more about the project.

Mountainous districts need young well-trained people’s contribution for their socio-economic development.

The US$10.25 million project to recruit university graduates of less than 30 years old as vice chairs of 600 communes in Vietnam was approved by the Prime Minister early this year.  To be recruited as vice chairs of commune-level People’s Committees, candidates must meet the following criteria: be less than 30 years old, hold a university diploma, be a member of the Ho Chi Minh Communist Youth Union or the Communist Party of Vietnam, have a good health and good morals.

Through this project, the Prime Minister allows poor communes to increase the number of the People Committee’s members from 3 to 5, including 1 chairperson, 2 deputy chairpersons and 2 other officials. The project will be implemented in 600 out of 894 poor communes in Vietnam. Each commune will have a vice chair who is recruited under this project.

What is the purpose of the project?

The project shows the concern of the Party and State for poor communes and the belief for young well-trained people. They will have chances to train themselves when being assigned high positions related to the socio-economic development in poor communes.

Which communes are involved in the project?

Under the project, 20 young candidates will be selected to work as Vice Chairmen in 20 communes of three mountainous districts of Van Canh, Vinh Thanh and An Lao.

The communes are facing many difficulties. Will they be offered favourable conditions to work well?

The relevant bodies were assigned to build preferential policies for young people who voluntarily work in disadvantaged communes. The policies are expected to encourage them to work and ensure the best condition for their living and work.

Could you reveal the procedure for the commune vice chairman selection?

A panel for the selection will be formed. The leaders of some functional bodies will be members of the panel.

The selection is based on candidates’ academic results, professionals. They will also join an interview on different fields.

The candidates’ records will be justified by the project management board and the provincial People’s Committee will approve the list later before the result is informed to those who are selected. They will be trained in three months before working.

How many applications have the Department of Home Affairs received so far?

At present, there are 17 candidates. Among them, some live in Binh Dinh and some live in other provinces. This is a positive sign, showing that young people are always ready to respond to the State and Party’s policies
